City of Fife Request for Qualifications for Design Associated with Citywide Safety Improvements Project
The City of Fife solicits statements of qualifications from professional engineering firms to provide engineering design services and obtain required permits for the City of Fife Citywide Safety Improvements Project. The anticipated duration of the work is 20 months with the option for the City of Fife to extend for additional time and money, if necessary. The estimated completion dates for ROW and 100% Design are August 2026 and June 2027, respectively. This is federally funded project inclusive of Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), and Civil Rights requirements that must be adhered to. This Project has a 0% DBE goal.
Project Description
The consultant's work consists of preparing a preliminary engineering design to construct the safety improvements listed below with the intent of increasing safety of pedestrians at road crossings.
Construct pedestrian crossing in the vicinity of 4411 Pacific Highway East, inclusive of a pedestrian signal and median refuge island. Relocate existing westbound bus stop currently in front of 4315 Pacific Highway East to location adjacent to new pedestrian crossing.
Install profiled centerline striping or milled rumble strips at the following locations:
- Valley Ave E between 70th Ave E and Freeman Rd E,
- Freeman Rd E between 20th St E and 34th St E,
- N Levee Rd E between Frank Albert Rd E and Freeman Rd E; include
"passing prohibited" double yellow lines between 70th Ave and Frank
Albert Rd,
- Wapato Way E between Pacific Hwy and 20th St E,
- 20th St E between Puyallup Ave and Port of Tacoma Road.
Prepare environmental documentation and permit applications, to include cultural resources review documentation.
Perform Right of Way (ROW) planning, including maps and legal descriptions.
Provide public outreach services.
Evaluation Criteria
Selection of firms will be based on the following criteria:
Qualifications of key personnel and experience preparing plans, specifications, and estimates for similar municipal projects.Familiarity with Washington State Department of Transportation (WSDOT), Federal Highway Administration (FHWA), and NEPA standards and requirements.Approach to the project and ability to meet ROW and Design milestone dates included in the first paragraph.Familiarity with City of Fife standards and procedures.Approach and commitment to meeting DBE goal.
Qualification material shall be submitted via hard copy or emailed to: Jayson Dooley, City Engineer, Fife City Hall, 5411 23rd Street E, Fife, WA 98424, jdooley@fifewa.gov by 3:00 PM on October 23, 2025.
If submitting hard copies, a minimum of three copies of the statement of qualifications shall be submitted. Each submittal may be no more than 10 double sided pages in length, including cover letter, submitted on 8.5" x 11" sheets, with text (font) size no smaller than 12 points. If charts and/or graphs are utilized text (font) size must be no smaller than 8 points.

Upon review of the submittals, selected firms will be invited for interviews in November 2025. After the City and WSDOT Local Programs staff interview panel selects the most qualified firm, the City will commence contract negotiations of a proposed scope, schedule, and cost-plus fixed fee contract for the project. Consultant award is anticipated in December 2025 with a start date in January 2026. The City reserves the right to not award any contract.
