Closed Record Hearing: The City Council will conduct a closed record hearing at 7:00 p.m. on Monday, October 20, 2025, in the Council Chambers in Pasco City Hall at 525 N 3rd Avenue in Pasco, Washington. Consideration: On July 9, 2025, the Hearing Examiner held a public hearing to review the application for R-4 (High Density Residential) zoning for the subject property (Desert Bloom LLC portion of the annexation area). [EF1] On August 13, 2025, the Hearing Examiner closed the public record, and on August 27, 2025, issued a recommendation to the City Council to approve the requested R-4 Zoning designation. The area proposed for R-4 zoning was annexed into the City of Pasco on September 2, 2025. City staff has received an appeal pursuant to PMC 25.210.070(2) of the Hearing Examiner's recommendation to approve the R-4 Zoning designation. This appeal will be considered by the City Council on Monday October 20, 2025. At this time, the City will not accept new testimony. Only individuals who submitted comments during the open record hearing may testify, and their testimony must be limited to summarizing their prior comments. No additional testimony will be permitted, and these individuals may refer only to materials previously submitted.[EF2] The appeal will be considered together with the Hearing Examiner's recommendation, and the City Council shall take action at the conclusion of the closed record hearing.
