PUBLIC NOTICE
Pursuant to RCW 43.21.C and WAC 197-11, NOTICE IS HEREBY GIVEN that on September 24, 2025, the City of Lacey Department of Community and Economic Development issued a determination of nonsignificance (DNS) relative to the environmental impact of the following described proposal:
A non-project action to update the City of Lacey Comprehensive Plan 2025-2045, including amendments to the following elements:
Land Use
Transportation
Housing
Utilities
Economic Development
Adoption of the following sub-elements as required by RCW 36.70A.095:
Greenhouse Gas Reduction
Climate Resilience
Amendments to development and zoning regulations to implement the Comprehensive Plan as required by RCW 36.70A.130.
Community-identified rezone requests, as follows:

180 Hoh Street SE: GC to MHDC
8407 Steilacoom Road SE: LD, MD, HD to OSI
6335 Pacific Avenue SE: LD to CBD 5
837 Carpenter Road SE: LHN to CBD 4
1302 Alder Street SE: OSI to LD
5000 Mullen Road SE: OSI to MD
2802 Boat Launch Street SE: LD to OSI
Long Lake Natural Area: LD to OSI
The revisions will apply within the City of Lacey and within applicable utility service areas located within the City's Urban Growth Area in unincorporated Thurston County.
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public upon request. Comments must be submitted by 5:00 p.m. on October 8, 2025 which is also the appeal deadline for the DNS.
