THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN
The Raleigh City Council will hold Public Hearings on October 7, 2025. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan.
Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the October 7, 2025 meeting.
To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up.

Public Hearings at 7:00 pm
Z-10-25 Leesville Rd, being Wake County PIN 0787582264 and located .17-mile north of the intersection of Leesville Rd and Country Trl. Approximately 2.66 acres are requested by Vibes Fund LLC to be rezoned from Residential-4 (R-4) to Residential-10-Conditional Use (R-10-CU). Proposed conditions would prohibit the following uses: congregate care, continuing care retirement community, rest home, school, public or private (K-12), golf course, outdoor entertainment center, and parking facility; limits maximum density to 18 units; limits townhouse buildings to 6 units; prohibits the apartment building type; increases minimum rear and side yard setbacks; requires a wall and landscape buffer along the southern boundary of the site; exempts the site from Block Perimeter and Dead End Street Requirements and Stub Street Requirements; requires residential roof pitch to 4:12; limits maximum building height to 40'; requires the installation of a speed hump if the site takes access from Ghost Pony Trail; and requires the use of at least 2 specified building materials for front facades. Z-12-25 Peace & West St, being Wake County PINs 1704523204, 1704524340, 1704523300, 1704523326, 1704523443, 1704523448, 1704524524, 1704524633, 1704524754, located at the intersection of N. West Street and W. Peace Street. Approximately 2.6 acres are requested by Raleigh Development Company, LLC to be rezoned from Industrial Mixed Use-12 stories (IX-12) to Downtown Mixed Use-30 stories-Urban General-Conditional Use (DX-30-UG-cu). The rezoning request will increase permitted building height and prohibit industrial uses. Proposed zoning conditions prohibit several uses otherwise allowed in DX districts; limit maximum building height; provide building stepback and tower spacing standards, restrict glass cover and reflectivity on the western facade, prohibit surface parking between buildings and the eastern property line; require pedestrian connectivity along the eastern boundary of the site; require an urban plaza along Peace Street and/or the adjacent park; limit office uses to 500,000 square feet; and require the developer to provide $1,200,000 to the City's affordable housing fund across several timed payments throughout site development. Z-13-24 S New Hope Rd, being Wake County PIN 1722985060, located .75 mile north of the intersection of Rock Quarry Rd and New Hope Rd. Approximately 7.74 acres are requested by Robert H. Brown to be rezoned from Residential-6 and Residential-10 (R-6 and R-10) to Neighborhood Mixed-Use-4 stories-Parking Limited-Conditional Use (NX-4-PL-CU). Proposed conditions would prohibit the following uses: public or private school, bed and breakfast, parking facility, vehicle fuel sales, vehicle sales or rental, detention center, jail, prison, and minor vehicle repair; prohibit hookah bars or vape/tobacco shops, but not prohibit other retail uses from selling such products; prohibit buildings within 200' of properties with PINs 1732081472 and 1732080518; limit density to 150 dwelling units and square footage for non-residential space to 35,000, with 15,000 square feet of office uses and 20,000 square feet of retail uses permitted; promise construction of a 10' wide multiuse path from the development to the Walnut Creek Greenway Trail; and prohibit residential dwellings units south of the existing City of Raleigh sewer easement located on the property. Approximately 2.67 acres are requested by Concept 8, LLC to be rezoned from Residential-10-Conditional Use and Neighborhood Mixed-Use-3 stories-Conditional Use (R-10-CU and NX-3-CU) to Neighborhood Mixed-Use-3 stories-Conditional Use (NX-3-CU). Proposed conditions would prohibit the following uses: public or private school, telecommunication tower, outdoor sports or entertainment facility, vehicle fuel sales, vehicle sales or rental, detention center, jail, prison, and minor vehicle repair; limit density to a maximum of 60 dwelling units; and limit square footage for office and retail uses to 65,000 square feet each.
