City of Edgewood Notice of SEPA Determination of Non-significance (DNS) and Comment Period NOTICE IS HEREBY GIVEN that the City of Edgewood, Washington has made a SEPA determination on a City-initiated Comprehensive Plan Amendment: FILE and Project Description: #25-013-CODE Capital Improvement Plan (CIP) Update - This is an annual update to the Capital Improvement Plan (CIP). A CIP is a short-range planning document showing funding sources and estimated amounts for capital projects planned for design and/or construction in the next six (6) years. It must be consistent with the City of Edgewood Comprehensive Plan and is intended to ensure coordination between the local jurisdiction and other agencies. Each project contained in the CIP will be required to undergo an independent environmental review and threshold determination. LOCATION: Non-Project Action (Citywide) Environmental Review: NOTICE IS HEREBY GIVEN that a Determination of Non-Significance (DNS) was issued on September 26, 2025, under WAC 197-11-340. Under the State Environmental Policy Act (SEPA), this proposal is a non-project action as defined by WAC 197-11-704(2)(b) and the SEPA Responsible Official determined that the proposal will not have a probable significant adverse impact(s) on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). All comments are welcomed and will be accepted prior to 5 PM on October 13, 2025. The responsible official may reconsider or withdraw the DNS based on new information or possible impacts discovered during the comment period. This determination may also be appealed per the procedures in EMC 20.05.250. A complete appeal application and fee shall be received prior to the close of business fifteen (15) days from the end of the comment period (October 28, 2025).
