NOTICE OF REQUEST FOR QUALIFICATIONS

REQUEST FOR
SINGLE PROFESSIONAL SERVICES CONTRACT FOR ARCHITECTURAL, ENGINEERING AND CONSTRUCTION MANAGEMENT SERVICES
QUALIFICATIONS RESPONSE NO. 25-RFQ-2
STATUTORY PROCEDURE: I.C. § 67-2320
PLEASE TAKE NOTICE that the Board of Commissioners of the Eagle Fire Protection District intends to solicit and evaluate qualifications for the selection of a single professional services contract to provide architectural, engineering, and construction management services (the "Requested Licensed Services") for the District's for the below described public works construction Project. Qualified responders may satisfy the Requested Licensed Services either directly through their own Idaho-licensed professionals or through appropriate subcontracting arrangements, provided that all services are delivered under a coordinated contract.
1. DATE AND LOCATION UPON WHICH RESPONSES MUST BE SUBMITTED: All responders are to have their response in sealed envelopes with a precise statement on the outside stating: "Response to Eagle Fire Protection District's No. 25 RFQ 2 request for Architectural, Engineering and Construction Management Services Qualifications [Insert name of Responder]" submitted by either mail or personally delivered to the Administrative Offices of Eagle Fire Protection District [Attention Fire Chief] 1119 E. State Street, Ste 240, Eagle, Idaho 83616 on or before the 24th day of October, 2025 by 3:00 p.m. Responses received after the deadline will be returned to the prospective responder unopened and will not be considered.
2. THE PROJECT: The public works construction project will be located on a 7.420-acre parcel owned by the City of Eagle, identified as Ada County Assessor's Parcel No. R3610110181 (the "Subject Parcel"). The Project consists of the design and construction of a single-story maintenance facility of approximately 12,000 to 20,000 square feet, including shop space, outbuildings, and supporting infrastructure (the "Project"). Construction of the Project is intended begin in the spring of 2026. The Eagle Fire Protection District and the City of Eagle have agreed that they will jointly utilize the Subject Parcel. The District, is proceeding on its own behalf and as the agent of the City with the process to secure the Requested Licensed Services for the Project.
3. RESPONSE INFORMATION REQUIREMENTS:
Each response must address the following requirements and provide sufficient detail to demonstrate qualifications in all three licensed services requested (architectural, engineering, and construction management):
Licensing (Required): Verification that the responder is able to provide, under a single professional services contract, architectural, engineering, and construction management services by persons or entities holding valid and current licenses to practice such services in the state of Idaho.
Insurance Coverage (Required): Verification that the responder and any subcontracted providers carry the following minimum insurance coverages:
Professional Liability Insurance: $1,000,000 per claim / $1,000,000 aggregate.
Commercial General Liability Insurance: $2,000,000 per occurrence (occurrence basis, not claims-made).
Automobile Liability Insurance: $1,000,000 per occurrence for owned, non-owned, and hired vehicles.
Worker's Compensation Insurance: As required by Idaho law.
Background and Experience:
Location of responder's principal office and offices of any subcontracted services performing the Requested Licensed Services.
Verification of prior experience providing licensed architectural, engineering, and construction management services for completed public works construction projects of comparable size and scope.
Number of years each entity or professional has been licensed in Idaho to provide the respective services.
Identification of key personnel who will be assigned to the Project, their roles, and their professional qualifications.
At least two (2) client references for similar projects, including contact information.
Information on schedule and budget performance on prior public works projects, including percentages completed on time and within budget, and disclosure of notable time or cost overruns.
Experience managing the public works construction bidding process in Idaho, including preparation of bid packages, bidder communications, compliance with Idaho procurement statutes, and recommendation of award.
Project Management and Service Capabilities:
Description of how the responder coordinates architectural, engineering, and construction management services within a unified project delivery framework.
Capabilities in construction management services, including: working with design/engineering teams, assisting in contractor evaluation and selection, supporting permitting processes, developing project schedules and budgets, accounting and document management, oversight of construction activities, and facilitating communication among clients, design professionals, and contractors.
Description of how the responder will manage the public works construction bidding process for this Project, including development of bidding schedules, ensuring statutory compliance, evaluating bids, and advising the District during award.
Communication practices for client engagement and stakeholder coordination throughout all project phases.
Technical and Management Resources:
Total number of professional, technical, and administrative staff available to support the Project.
Qualifications and experience of key personnel, including any specialized expertise relevant to the Project (e.g., fire facilities, training centers, maintenance facilities).
Available equipment, technology, and software resources to support design, engineering, bidding, and construction management.
Current workload and capacity to complete this Project on schedule.
Time management and project scheduling practices.
Project Approach:
A description of the responder's proposed approach and process for delivering the Requested Licensed Services for the Project, including strategies for cost control, quality assurance, bidding process support, and meeting performance goals.
4. CRITERIA AND PROCEDURES FOR SCORING, RANKING, AND SELECTION The Board of Commissioners has established qualifications criteria and procedures for the evaluation, measurable scoring, ranking, and selection of qualified persons or firms to provide the Requested Licensed Services for the Project. These criteria and procedures are available to prospective responders and to the public upon request at the Eagle Fire Administration Office, 1119 E. State Street, Suite 240, Eagle, Idaho 83616, or by email at info@eaglefire.org during normal business hours (9:00 a.m. to 5:00 p.m., Monday through Friday, excluding holidays).
5. QUALIFICATION RESPONSES: OPENING AND EVALUATION All Qualification Responses received will be publicly opened on the 27th day of October 2025, at 3:00 p.m. at the Eagle Fire Station #1, 966 E. Iron Eagle Drive, Eagle, Idaho 83616, by the Fire District Chief together with the Fire District Secretary, who shall keep a record of the opening. No person will be denied the right to be present at the opening. All Qualification Responses will be evaluated, scored, and ranked in accordance with the qualifications criteria and procedures established by the Board of Commissioners. Initial evaluations will be conducted by the Fire District Chief, with final scoring and ranking to be completed by the Board of Commissioners.
6. RESERVATION OF RIGHTS The Fire District reserves the right, in its sole discretion, to reject any or all Qualification Responses, to waive informalities or irregularities, and to decline to enter into a professional services contract for the Requested Licensed Services if deemed in the best interests of the District.
