Notice of Proposed Rezone and Vesting Tentative Subdivision Map for the McClure Meadows A public hearing will be held by the Planning Commission of the City of Modesto at 6:00 pm on Monday, October 20, 2025, in chambers, 1010 Tenth Street, Modesto, California, regarding the application of Self-Help Enterprises (SHE) for "McClure Meadows" project (file number: PLAN2025-00176), located at 3401 N. McClure Road, as shown on the map below, with the Assessor's Parcel Numbers (APN): 033-089-030 / 035 / 036. The application involves the approvals isted below: A proposed rezone from Highway Commercial (C-3) to Low Density Residential (R-1). A proposed Vesting Tentative Subdivision Map (TSM) to subdivide approximately 4.15 acres into 38 single-family residential lots for 100% affordable for-sale homes and four (4) lots to accommodate a public utilities easement. Notice is hereby given that an Initial Study (IS), Environmental Assessment No. EA/C&ED No. 2025-19 has determined that the Project will not have a significant effect on the environment with the implementation of specific mitigation measures. Based on substantial supporting evidence provided in the IS, the City proposes adopting a Mitigated Negative Declaration (MND). All persons interested are invited to attend the public hearing at the above time and place in person and will be given the opportunity to be heard. All interested persons are also invited to participate in the public hearing by submitting comments via email to planning@modestogov.com. If you challenge the proposed action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at or prior to the public hearing. If you are receiving this notice as a property manager for multiple residential units, please post this notice in a common area on a message board or similarly notify all residents.
