an Environmental Impact Report for Potter Valley Hydroelectric Project Surrender and Decommissioning
On September 22, 2025, the State Water Resources Control Board released a Notice of Preparation and Scoping Meetings for an Environmental Impact Report for the Potter Valley Hydroelectric Project Surrender and Decommissioning (NOP). The NOP is for Pacific Gas and Electric Company’s (PG&E) Potter Valley Hydroelectric Project (Federal Energy Regulatory Commission Project No. 77) Surrender and Decommissioning (Proposed Project). The Proposed Project involves the surrender (discontinuing Hydroelectric Project operations) and decommissioning (removal) of Hydroelectric Project dams (Scott Dam and Cape Horn Dam) and facilities. The Eel-Russian Project Authority’s (ERPA) proposed New Eel-Russian Facility will be analyzed separately by ERPA. The State Water Board is soliciting comments related only to activities described in PG&E’s July 2025 Final Application for Surrender of License. The Potter Valley Hydroelectric Project Surrender and Decommissioning scoping meetings will be held as follows:
