NOTICE IS HEREBY GIVEN that the North Carolina Utilities Commission has scheduled a hearing for the purpose of receiving public and expert witness testimony on the annual fuel and fuel-related adjustment charge proceeding for Duke Energy Progress, LLC (DEP). The hearing is scheduled to begin at 2:00 p.m. on Monday, September 29, 2025, along with DEP’s other 2025 rider proceedings, in Commission Hearing Room 2115, Dobbs Building, 430 North Salisbury Street, Raleigh, North Carolina. Public witness testimony will be received in accordance with Commission Rule R1-21(g).
This proceeding is being held pursuant to N.C. Gen. Stat. § 62-133.2 and Commission Rule R8-55 for the purpose of determining whether an increment or decrement rider is required to reflect changes in fuel and fuel- related costs over or under the base fuel rate established for DEP in its last general rate case.
On June 10, 2025, DEP filed its application in the above-captioned docket. In its application, DEP initially requested Commission approval for a change in its fuel and fuel-related costs currently in effect, with the changes being effective for service rendered on and after December 1, 2025.
On August 19, 2025, DEP filed supplemental testimony, exhibits, and workpapers wherein DEP requested Commission approval for a revised change in its fuel and fuel-related rates.
On September 16, 2025, DEP filed rebuttal testimony and exhibits (Rebuttal Filing). By its Rebuttal Filing, DEP requests Commission approval for a revised change in its fuel and fuel-related rates. The Rebuttal Filing provided revised proposed rates reflecting impacts of under-recovery of fuel and fuel-related costs through June 30, 2025. If approved by the Commission, DEP’s proposed changes in fuel rates would result in average net decreases of 2.2%, 5.3%, and 1.2% for Small General Service, Large General Service, and Lighting customers, respectively, and average net increases of 1.1% and 0.4% for Residential and Medium General Service customers, respectively. A typical residential customer using 1,000 kWh per month will experience an approximate increase of $1.60.
