PROJECT NAME: MANNING 500/230 KILOVOLT SUBSTATION INTERCONNECTION PROJECT - (FRESNO AND MERCED COUNTIES, T.0009194) ADVICE LETTER NUMBER: 7706-E Proposed Project: In order to interconnect the planned LS Power Grid California (LSPGC) Manning 500/230 Kilovolt Substation Project in western Fresno County to the electric transmission system, PG&E is proposing to extend 2 existing single-circuit 500 kilovolt (kV) transmission lines and one 230 kV double-circuit transmission line into and out of LSPGC’s new substation. The existing Los Banos‐Midway #2 500 kV and Los Banos‐Gates #1 500 kV transmission lines will be extended to the new substation in two corridors approximately 0.7 and 1.1 miles long, respectively, and approximately 2,500 feet of 2 existing PG&E 500 kV transmission lines supported by approximately 4 existing structures will be removed between the interconnection points. Approximately 12 lattice steel towers (LST) and 4 three-pole tubular steel pole (TSP) structures will support the new line extensions. Additionally, 4 new three-pole dead-end TSPs with a maximum height of 145 feet will be added within the existing right-of-way (ROW) between existing lattice steel structures. PG&E’s existing double-circuit Panoche-Tranquillity Switching Station #1 and #2 230 kV transmission line will be split and extended into the new substation on approximately 53 TSPs, resulting in two approximately 4.5-mile-long double-circuit line extensions. Approximately 2,500 feet of existing double-circuit line and two existing structures will be removed. To provide increased capacity for the LSPGC project, conductors (wires) and structures will be replaced on approximately 7 miles of PG&E’s existing Panoche-Tranquillity Switching Station #1 230 kV transmission line. The existing lattice steel towers, approximately 140 feet in height, will be replaced with TSPs approximately 145 feet in height. The work will also include raising approximately 5 structures each on the nearby Gates-Panoche 230 kV #1 and #2 230 kV and the Panoche-Excelsior 115 kV #1 and #2 lines to allow safe spacing for the proposed LSPGC 230 kV and PG&E 230 kV lines. The new TSPs will have a maximum height of 199 feet. To support the stability of the electric grid, transposition structures will be installed approximately 25 miles north of the new substation. Approximately 2 new three-pole dead-end TSPs will replace existing LSTs within the current ROW. Each transposition structure will have an approximate maximum height of 145 feet. One existing transposition structure (currently composed of two lattice steel poles) on the Los Banos-Midway #2 500kV transmission line approximately 15 miles south of the new substation will be removed, and the adjacent lattice steel structures will be replaced with new 3-pole TSP structures, approximately 175 feet tall. The interconnection facilities will also include a new 12 kV distribution line, a new telecommunications yard within LSPGC’s new substation site, and modifications to existing PG&E transmission lines, two existing switching stations, and four existing substations. Construction is tentatively scheduled to begin in the spring of 2026, or as soon as project plans and approvals are in place. Construction is scheduled to be completed in the summer of 2028, or as soon as possible after construction begins. Electric and Magnetic Fields (EMF): PG&E will employ “no cost” and specified “low cost” measures to reduce public exposure to EMF in accordance with California Public Utilities Commission (CPUC) Decision 06-01-042 and the “EMF Design Guidelines for Electrical Facilities” prepared in compliance with that decision. The following measures are proposed for this project: • Optimally phase the 230 kV double-circuit interconnection lines connecting to the new substation.
G.O. 131-E, Section III.A.2 states that the following project types do not require a CPCN: An extension, expansion, upgrade, or other modification to an electric public utility’s existing electrical transmission facilities, including electric transmission lines, substations, and switchyards within existing transmission easements, rights of way, or franchise agreements, irrespective of whether the electrical transmission facility is above a 200 kV voltage level. In lieu of filing an application to obtain a CPCN, utilities are authorized to file a permit to construct application or claim an exemption for these project types under Section III.B Exemption from CPUC Permit Requirement: CPUC General Order 131-E, Section III, Subsection B.2, exempts a utility from the CPUC’s requirement to file an application requesting authority to construct if a project meets specific conditions. This project qualifies for the following exemption: e. “Power lines, substations, or switchyards to be relocated or constructed which have undergone environmental review
pursuant to CEQA as part of a larger project.”
The California Public Utilities Commission (CPUC) adopted the Final Initial Study/Mitigated Negative Declaration (IS/MND) for the LS Power Grid California (LSPGC) Manning 500/230 Kilovolt Substation Project (State Clearinghouse No. 2025030618). Appendix 1 of the Final IS/MND described all proposed PG&E facilities in Section 2.6.2 and considered all associated potential environmental impacts in Sections 3.1 through 3.21. The IS/MND includes Construction Measures specific to the PG&E scope of work. These Construction Measures will be applied to the PG&E electric transmission line facilities necessary to interconnect the planned LSPGC Manning Substation. concern where designated, precisely mapped and officially adopted pursuant to law by federal, state, or local agencies. Protests should include the following: 1.
