ORDINANCE NO. 25-01 AN ORDINANCE ADOPTING A BUDGET AND APPROPRIATION FOR THE MILLSTADT FIRE PROTECTION DISTRICT, ST. CLAIR COUNTY, ILLINOIS FOR THE FISCAL YEAR BEGINNING MAY 1, 2025 AND ENDING APRIL 30, 2026 BE IT ORDAINED BY THE BOARD OF TRUSTEES OF MILLSTADT FIRE PROTECTION DISTRICT AS FOLLOWS: SECTION I. That the following is an estimate of receipts, by source, of the Millstadt Fire Protection District for the Fiscal Year beginning May 1, 2025 and ending April 30, 2026: Cash Balance May 1, 2025- $1,301,744.00; Foreign Fire Insurance License Fees-0.00; Real Estate Taxes- 764,734.00 TOTAL ANTICIPATED RECEIPTS AND FUNDS AVAILABLE- $2,066,478.00 SECTION II. That the following sums of money be and they are hereby budgeted and appropriated for general corporate purposes for the Millstadt Fire Protection District, for the Fiscal Year beginning May 1, 2025 and ending April 30, 2026 for the following purposes: ANTICIPATED EXPENDITURES: Liability, Casualty & Worker's Comp Insurance $ 25,000.00; Trustee's Bond Premiums 1,000.00; Dispatch Service 5,000.00; Fire Hydrant Rentals 7,000.00; Printing & Publications 2,000.00; Building Repair & Maintenance 20,000.00 Supplies 10,000.00; Legal & Accounting Services 10,000.00; Trustee Fees 2,000.00; Utilities Expense 15,000.00; Telephone Expense 4,000.00; Fuel & Oil 8,000.00; Radio / Pager – Repair & Maintenance 8,000.00; Ambulance Service 240,000.00; Equipment Expense 50,000.00; Equipment Repair & Maintenance 75,000.00; Equipment Department Budget 45,000.00; New Truck Purchase 1,300,000.00; Contingency 4,000.00; Firefighter Education 5,000.00; Annual Loan Payment – IL Finance Authority 12,500.00 TOTAL BUDGET AND APPROPRIATION $1,848,500.00; ANTICIPATED CASH BALANCE AT APRIL 30, 2026 $217,978.00 SECTION III. The Trustees shall have the power and authority during the aforesaid Fiscal Year from time to time, as in their judgment may be necessary, to make transfers among the various line-item appropriations for the purpose of meeting exigencies that may arise during the year as permitted by law. To the extent permitted by applicable law, all unexpended balances of any item or items of any general appropriation made by this Ordinance may be expended in making up any deficiency in any item or items in the same general appropriation made by this Ordinance. The sums herein appropriated are appropriated from all sources of income, including but not limited to all sources of income from property taxes, and all other revenues of the Fire Protection District received from all sources of revenue. Should a deficiency exist in any fund or line item other than the General Fund for a purpose for which money may be legally appropriated and spent from the General Fund, that deficiency may be made up from the General Fund. The amount of any such deficiency in any such fund or line item other than the General Fund is hereby appropriated from the General Fund. SECTION IV. If any section, subdivision or sentence of this Ordinance is held invalid, it shall not affect the validity of the remainder of this Ordinance. SECTION V. This Ordinance shall be known as Ordinance No. 25-__ and shall be published in a newspaper of general circulation in the Millstadt Fire Protection District within thirty (30) days of the date of its passage. The newspaper shall furnish a certificate of publication to the Secretary of the Fire Protec­tion District, which certificate shall be placed in the official records of the Fire District and this Ordinance shall be in full force and effect from and after ten (10) days of its publication.
