LEGAL NOTICE – Public Meeting Announcement
City of Boise, West Boise Wastewater Renewal Facility, Pre-Permit Construction
An informational meeting will be held at Boise City Hall's Aspen Room, located at 150 N. Capitol Blvd, in Boise, Idaho from 5 to 6 PM on October 8, 2025 in accordance with the Rules for the Control of Air Pollution in Idaho, Idaho Administrative Code, IDAPA 58.01.01.213.02 – Permit to Construct Procedures For Pre-Permit Construction.
The purpose of the meeting is to inform the general public of the City of Boise's intention to replace an existing candlestick flare at the end of its life cycle with a new more efficient candlestick flare and additional emergency generators from its original design and facility layout.
The Lander Street WRF will consist of a new replacement candlestick flare for controlling biogas emissions, replacement of two existing emergency generators and addition of two new emergency engine generators to support the Headworks facility for backup power. Air quality impacts will primarily be from flaring off excess biogas emissions in a candlestick flare, operation of existing dual-fuel process boilers, and periodic operation of diesel-fired emergency generators. Biogas is generated through the anaerobic digestion of organic solids. Biogas consists mostly of methane and carbon dioxide and trace amounts of nitrogen, hydrogen sulfide, and water vapor. This meeting will serve to fulfill the air quality pre-permit construction requirement per IDAPA 58.01.01.213.02.
