WHATCOM COUNTY NOTICE OF APPLICATION FOR A LAND FILL AND GRADE AND INTENT TO ISSUE A SEPA MITIGATED DETERMINATION OF NON-SIGNIFICANCE Notice is hereby given that on August 6, 2025, Rob Dibble applied for a Land Fill and Grade under case number LFG2025-00060 to include the development of an equipment rental building containing office and storage areas, along with associated hard surfacing for vehicle maneuvering, equipment storage, and parking. The proposed building will be served by Deer Creek Water Association, and will require a main extension for domestic water and fire supply. Stormwater runoff will be managed with collection and conveyance to an existing stormwater treatment and detention pond located onsite. An existing septic drainfield will be utilized. The application was determined complete on August 22, 2025. The project site is located at 182 Kelly Road, Bellingham, WA 98226, within Section 31, Township 39, Range 03 East of W.M.; Assessor's Parcel No: 3903310960360000. The project will be reviewed under the Official Whatcom County Zoning Ordinance and Title 24, Title 22, Title 21, Title 20, Title 17, Title 16, International Building Code (IBC), Title 12, Whatcom County Development Standards, Washington State Stormwater Manual and State Environmental Policy Act (SEPA) as applicable. Mitigation may be required pursuant to these ordinances. Whatcom County Planning and Development Services has reviewed the proposal for probable adverse impacts and expects to issue a Mitigated Determination of Non-Significance (DNS) for the project pursuant to the Optional MDNS process per WAC 197-11-355. This may be your only opportunity to comment on the environmental impacts of the proposed project. A copy of the subsequent threshold determination for the specific proposal may be obtained upon request.
