Comment Period Deadline: Right-of-Way Vacation: October 20, 2025
Proposal: City staff has submitted a request for City Council to vacate a portion existing right-of-way (VAC2025-002). The area proposed for vacation consists of a portion of Road 104 right-of-way, as established by special warranty deed under Auditor's File Number (AFN) 505754. This proposal is subject to the applicable procedures and criteria outlined in the Pasco Municipal Code.
Legal Description:
A PORTION OF TRACT "A" OF PEPPERMINT TERRACE 3RD ADDITION. BEING THE 60 FEET ALONG THE WESTERLY LINE OF TRACT "A" OF PEPPERMINT TERRACE 3RD ADDITION FOR ROAD RIGHT-OF-WAY ACCORDING TO THE PLAT THEREOF RECORDED IN VOLUME "D" OF PLATS, PAGE 19, IN FRANKLIN COUNTY, WASHINGTON.
Comprising approximately 13,932 square feet (0.32 acres).
Public Comment Period:
Written comments regarding the proposal may be submitted to the Community Development Department by email at barragani@pasco-wa.gov, by mail to PO Box 293, Pasco, WA 99301, or in person at City Hall, beginning September 22, 2025, through October 16, 2025, at 5:00 PM. All written comments received during this period will be included in the City Council's meeting packet.
Verbal comments: Members of the public may also provide comments during the City Council meeting as advertised below.

Open Record Hearing: The City Council will conduct an open record hearing at 7:00 p.m. on Monday, October 20, 2025, in the Council Chambers in Pasco City Hall at 525 N 3rd Avenue in Pasco, Washington. The City Council will consider public testimony concerning the above application at this meeting.
Individuals may also provide verbal comment virtually regarding this item by filling out a form via the City's website (www.pasco-wa.gov/publiccomment) to obtain access information to comment. Requests to comment remotely, at the October 20th City Council Meeting must be received by 4:00 p.m. on the day of the meeting.
