Planned Dates of publication in the Tri City Herald[SW6] and Seattle Daily Journal of Commerce: September 17, 2025, September 24, 2025 and October 1, 2025.
[SW1]In some area you need to state the contract type that will be used.
LAG 31.42a bullet #4:
Solicitations must clearly specify the contract type and method of payment (Cost
Plus Fixed Fee or Negotiated Hourly Rate) anticipated to contract for the solicited
services in accordance with 23 CFR § 172.9.
[SW2]Suggest spelling this out. Right of way, Construction Management
[SW3]Once DBE goals are determined they will need to be stated for each project.
[SW4]You may want to consider pushing this date out. Since this project is on SR225 it will require WSDOT coordination and review.
[SW5]Since this is stated above in the second paragraph there is no need to restate it. However, if you do I suggest putting the same language in each project description.
[SW6]Will need a secondary publication that meets the intent of 23 CFR 172.7(a)
(1)(i), requires that "the solicitation process shall be by public announcement, public
advertisement, or any other public forum or method that assures qualified in-State and
out-of-State consultants are given a fair opportunity to be considered for award of the
contract".
Many agencies utilize the Seattle Daily Journal of Commerce to satisfy this requirement but there are other options.
When DBE goals are assigned to the consultant agreement on a project, the agency
should also advertise for consultants on the Washington State Office of Minority &
Women's Business Enterprises (OMWBE) – Bids & Contracting Opportunities webpage
See LAG 31.42 for additional information.
