Public Hearing The Miami-Dade County Board of County Commissioners will hold a Public Hearing on the proposed 2025 Medicaid Supplemental Payment Programs Mandatory Payment Roll on October 9th, 2025, at 9:30 a.m., in its meeting room on the 2nd floor of the Stephen P. Clark Government Center, 111 NW 1st Street, Miami, Florida. The mandatory payments are to be imposed to fund the non-federal share of supplemental payment programs. Please note that the unit of measurement applied to determine the mandatory payment is total available beds and gross outpatient revenue as identified on the 2023 Medicare cost report. The CFY2025 rate is $5,722.00 per available bed and 0.15% of gross outpatient revenue. The estimated amount to be collected is approximately $83,732,718. The rate is calculated by dividing the current estimated non-federal share need for the three Medicaid supplemental payment programs (the Hospital Directed Payment Program, the Low Income Pool Program, and the Florida Cancer Hospital Program) by the total available beds and gross outpatient revenue of non-public hospitals in the County. The assessed rate is based on the Hospital’s 2023 Medicare Cost report, which is filed with the Centers of Medicare and Medicaid Services. The mandatory payments will be deposited into the LPPF and aggregated with the assessments from the other local providers and used to fund the three Medicaid supplemental payment programs. The purpose of the public hearing is to receive comments from the public on the proposed mandatory payment roll prior to taking final action. The Board may AMEND or ALTER proposed mandatory payments at the hearing. All interested parties, including affected property owners and Institutional Health Care Providers, have the right to appear at the public hearing as outlined above.
