PUBLIC NOTICE
NOTICE BY THE LIVINGSTON CITY COUNCIL
OF ITS INTENT TO ADOPT AN ORDINANCE
NOTICE IS HEREBY GIVEN that on October 7, 2025, at 7:00 p.m., or as soon after as the matter may be heard, the City Council of the City of Livingston intends to adopt an Ordinance, entitled:
Ordinance amending Title 5, Chapter 3, Section 5-3-16: Lot
Development Standards, Chapter 4, Section 5-4-5: Off Street
Parking and Loading, Chapter 6, Section 5-6-7: Site Plan and
Design Review, Chapter 7, Section 5-7-2: Definitions of Words and
Phrases, and Chapter 3, Section 5-3-15: Land Use Regulations (Zoning Matrix) related to various Development Standards,
including building setback requirements, off-street parking, Site Plan and Design Review, definitions, and commercial uses zoning matrix.
SUMMARY
The proposed ordinance establishes the requirements of the laws and would add to or amend and remove or repeal current sections of Livingston Municipal Code under Chapter 3 "Land Use Regulations, Chapter 4 "General Site
Development Regulations", Chapter 6 "Administration", and Chapter 7
"Definitions" of Title 5 "Zoning Regulations" including (but not limited to):
1. Definitions,
2. Update the Lot Development Standards to add a minimum corner side yard setback for property zoned Residential, revise the second-floor setback for the R-1 Zoning District, and add setbacks for Front Yard Porches, Side Loaded
Garage, and Rear Yard Covered Patios,
3. Update Off-Street Parking and Loading to replace Figure 2, Parking Standards and add a table to provide regulations for parking space dimensions, aisle width, etc.,
4. Update procedures for Site Plan and Design Review to clarify that the
approving body is Planning Commission and add language that significant
exterior alterations are subject to Site Plan and Design Review,
5. Update Zoning Matrix to add "Social Halls" as a Conditional Use in the C-1, DTC, C-2, M-1, and P/OS Zoning Districts and amend the "Office, Professional/Business and Medical" use to be permitted in the C-3 Zoning District.
