SUBJECT: MILL CREEK SUBDIVISION – COMMUNITY PLAN AMENDMENT, REZONE, VESTING LARGE LOT TENTATIVE SUBDIVISION MAP, VESTING PHASED SMALL LOT TENTATIVE SUBDIVISION MAP, AND VARIANCE (PLN23-00439)

NOTICE IS HEREBY GIVEN that the Placer County Board of Supervisors (Board) will conduct a public hearing at the above place and time to consider the Planning Commission's August 21, 2025, recommendation pertaining to a request submitted by Dave Cook of Cook Development Consulting Services, LLC, on behalf of the property owners GB3one3/MC1, LLC; S. Valencia, et al.; Bruce L. Scot; and Robert J. Pruett Jr./Pruett Residential Trust, to: 1) Adopt a resolution amending the Dry Creek-West Placer Community Plan Land Use Diagram to change the land use designations of the project site from 48.6 acres of Low Density Residential (LDR) and 16.6 acres of Industrial (I) to 46.4 acres of Medium Density Residential (MDR) and 18.8 acres of High Density Residential (HDR); 2) Adopt an ordinance rezoning the Mill Creek Subdivision project site from 48.6 acres of Residential Single Family, combining Agriculture, combining a minimum Building Site of 20,000 square feet (RS-AG-B-20) and 16.6 acres of Industrial Park, combining Design Scenic Corridor (INP-Dc) to 46.4 acres of Residential Single Family, combining a minimum Building Site of 4,000 square feet (RS-B-4) and 18.8 acres of Residential Single Family, combining a minimum Building Site of 3,000 square feet (RS-B-3); 3) Approve a Vesting Large Lot Tentative Subdivision Map; 4) Approve a Vesting Phased Small Lot Tentative Subdivision Map; 5) Approve a Variance to allow fence and retaining wall combinations up to 12 feet in height where a height limit of ten feet is normally allowed with approval; and 6) Approve a Variance to the Development Standards for reduced side setbacks within the RS-B-3 and RS-B-4 combining zone districts for one and two-story residences.
The Board will also consider adoption of a resolution to certify the Mill Creek Final Recirculated Environmental Impact Report (State Clearinghouse #2017052042) prepared pursuant to the California Environmental Quality Act; including adoption of the Findings of Fact and Statement of Overriding Considerations; and the Mitigation Monitoring and Reporting Program.
The Mill Creek Subdivision project proposes to develop a 322-lot detached single-family residential subdivision with five private parks. The project site is located to the south of PFE Road and west of Antelope Road, immediately north of the Placer County/Sacramento County line in the Dry Creek West Placer Community Plan area. The real property is identified as Assessor's Parcel Numbers 474-130-007-000, 474-130-009-000, 474-130-010-000, 474-130-017-000, 474-130-018-000, 474-130-022-000, and 474-130-024-000.
