Project Information:
The Tacoma School District is requesting qualifications from firms interested in providing Design-Build (DB) services related to the TPS CAB Improvements project. The alternate Public Works contracting procedure authorized in RCW 39.10.300 through 39.10.330 will be utilized for this project. This project will utilize the Progressive Design-Build (PDB) delivery method. Firms with previous PDB experience, or experience using a similar alternative construction delivery format, are encouraged to submit.
During the project, the Design-Builder will receive direction from designated representatives in the Tacoma Public Schools (TPS) Planning & Construction Office and will work collaboratively as a member of a team to achieve project objectives. In addition to staff from the TPS Planning and Construction Office, the TPS team may include representatives from other District departments, the Design/Build Consultant (Parametrix) and other TPS consultants.
The existing Central Administration Building is located in north Tacoma, south of the Stadium District on a parcel of land totaling approximately 2.2 acres. The original building, constructed in 1912, is a 3-story "L" shaped, unreinforced masonry structure with an 8-story tower on the south end, totaling approximately 93,412sf. In 1967, a 3-story masonry and concrete addition, totaling approximately 18,014sf, was constructed on the west side of the tower to create a "U" shaped building. The building is listed on the National Register of Historic Places. The total floor area of the existing building is approximately 111,426sf. The Project will involve building improvements which may include, but not be limited to: Removal, renovation and replacement of existing windows; replacement of roofing system; additional restroom facilities; and upgrades to the HVAC system, plumbing system, lighting system, interior finishes (paint, flooring, ceilings, etc.), and existing restrooms. The design and construction budget for this project is approximately $15,000,000. This project is funded under a capital bond that was passed by voters in February of 2024.
A pre-submittal meeting and walkthrough will be held September 26, 2025, starting at 1:00pm in the TPS Central Administration Building, at 601 S 8th Street, Tacoma WA. Please check in at the reception desk. The facility is currently occupied and operational and, due to security protocol, may not be visited prior to, or after, the scheduled pre-submittal meeting.

When registering on the Bonfire website, follow instructions and use at least one or any combination of the following classification/commodity codes, as applicable for your firm: 906-10, 958-26, 906-38, 925-44, 909-21, 909-22, 909-24, 909-27, 909-31 and/or 912-38.
Responses to the Request for Qualifications for Design Build Services (RFQ 26001C) will be received by the Tacoma School District No. 10, Purchasing Department until 2:00pm on October 9, 2025.
