NOTICE The School Board of Miami-Dade County, Florida announces the following Board Policy action will be taken at its meeting on: NOVEMBER 19, 2025 1:00 P.M. School Board Auditorium 1450 N.E. Second Avenue Miami, Florida 33132 To Amend Board 5200, Attendance, and 8462.01, Human Trafficking and Domestic Violence, in response to 2025 Florida Senate Bill 1344 (S.B. 1344) and House Bill 1237 (H.B. 1237). Pursuant to S.B. 1344, Policy 5200 would be amended to provide that schools must: (a) issue written notices to parents requiring student enrollment or attendance, as applicable, and convene Attendance Review Committees when the issue is not resolved; (b) notify the Board at the end of each quarter of the students who have become truant (i.e., have accumulated 15 unexcused absences in a period of 90 calendar days) and follow up with remedial plans if the issue is unaddressed; (c) in instances where parents refuse to cooperate with Attendance Review Committees, report the issue to local law enforcement and the Office of the State Attorney for potential prosecution; and (d) refer students who will not comply with Attendance Review Committees to the Florida Department of Juvenile Justice for that department to offer voluntary family services. Other provisions in the policy have also been added or revised to align it with F.S. ss. 1003.26 and 1003.27. Policy 8462.01 is separately proposed for amendment to incorporate the new requirement of H.B. 1237 that all administrative, instructive, and support personnel in public schools with access to students must undergo training on human trafficking awareness and submit a written acknowledgment of having received such training. To Amend Board Policies 8405, School Safety, 8410, Emergency Management, Preparedness, and Response, 8452, Use of Automatic External Defibrillators, and 8330, Student Information, Records, and Privacy Rights, in response to 2025 Florida House Bill 1607 (H.B. 1607) and recently amended State Board of Education rules. School Board Policies 8405, School Safety, 8410, Emergency Management, Preparedness, and Response, 8452, Use of Automatic External Defibrillators, and 8330, Student Information, Records, and Privacy Rights, are proposed for amendment in response to H.B. 1607 and State Board rules 6A-1.0018, 6A-1.0019, and 6A-1.0955. Policy 8405 is proposed for amendment pursuant to rules 6A-1.0018 and 6A-1.0019 to incorporate a new term, "school facilities"; to specify that all substitute teachers must be provided all school safety protocols and policies before teaching; to provide that a school security risk assessment must be performed for any school facility opening after October 1; to require the School Safety Specialist to provide Florida Safe School Assessment Tool reports to school principals and charter school administrators, and either remedy noncompliance or develop a remedial plan; to require the School Safety Specialist to coordinate with local emergency providers to integrate each school's Plan for Urgent Life-Saving Emergencies (PULSE); and to require the District to make specific training on FortifyFL available. Policy 8405 would also require a Primary and Secondary Threat Management Coordinator; that school-based threat management teams must document points of discussion; and that the Florida School Safety and Threat Management Portal, when available, be used to document and manage threat management. Policy 8410 is proposed for amendment to incorporate provisions of State Board rule 6A-1.0018 requiring each school to have a PULSE and for the District to conduct specific drills. Policy 8452 is proposed for amendment in response to H.B. 1607 to incorporate the PULSE requirement and to new Automatic External Defibrillator maintenance and training requirements. It would also be renamed, "Cardiac Emergencies and Automatic External Defibrillators," to align with statute. Policy 8330 would be amended to recategorize threat management records as permanent records, and to clarify that only registering parents request to have a student's name changed or clarified. To Amend Board Bylaw, 0165.01, Agendas, to codify the practice of submitting a list of requested Board member co-sponsorships to the Superintendent's designee, having the added co-sponsorships read into the record at the applicable School Board Committee meeting or regular meeting, and then having the applicable agenda item(s) amended upon a Board vote to reflect the added co-sponsorships. This would be in addition to other co-sponsorship processes currently authorized under the bylaw. Specific Authority: Fla. Stat. ss. 120.54, 120.81, 120.525, 1001.43(10). Laws Implemented, Interpreted, or Made Specific: Fla. Stat. ss. 286.011, 1001.41, 1001.43(10). If requested, a hearing will be held during the November 19, 2025 School Board meeting. Persons request­ing such a hearing must submit a written request to the Superin­tendent of Schools, Room 912, same address as above, by October 7, 2025. The policy will be effec­tive upon filing with The School Board of Miami-Dade County, Florida on November 19, 2025. A person wishing to appeal any decision made by The School Board of Miami-Dade County, Florida, with respect to any action on this policy should ensure the prepa­ration of a verbatim record of the proceed­ings, including the testimony and evi­dence upon which the appeal is to be based.
