REQUEST FOR PROPOSALS The CITY OF KENNEWICK is requesting proposals for Contract P2403 - Columbia Center Blvd. Widening Real Estate Appraisal and Acquisition Services. Proposals will be accepted until 4:00 p.m., October 7, 2025 from qualified consulting firms with expertise in Real Estate Appraisal and Acquisition Services for easement and right of way procurements. This agreement will be for approximately eighteen (18) months in duration with the option for the City of Kennewick to extend it for additional compensation if necessary. The contract will have an estimated start date of November 3, 2025 and estimated end date of May 3, 2027. The work to be performed by the CONSULTANT consists of preparing Appraisals, Legal Descriptions, Acquisition Documents, Appraisal Reviews and or Administrative Offer Summary (AOS) and Acquisitions for Temporary Construction Easements, Permanent Easements and Right of Way (Fee) for approximately 38,814 square feet of Temporary Construction Easements, 5,615 square feet of Permanent Easement and 15,263 square feet of Right of Way across twelve (12) separate parcels for the construction of one (1) northbound thru lane and one (1) southbound thru lane along North Columbia Center Boulevard between West Deschutes Avenue and West Quinault Avenue. The CITY OF KENNEWICK reserves the right to amend terms of this "Request for Proposal" (RFP) to circulate various addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on their responses.
