NOTICE TO BIDDERS PANOCHE WATER DISTRICT 52027 W. Althea Avenue Firebaugh, CA 93622 The Proposal will be received at the office of the Panoche Water District, 52027 W. Althea Avenue, Firebaugh, CA 93622 prior to 2:00 p.m. on October 9, 2025 for the following work: CONTOUR CANAL LINING PROJECT The work includes the installation of 28,200 cubic yards of compacted embankment; 11,640 linear feet of concrete lined canal, 3,050 linear feet of lime-treated earth canal; 44 cubic yards of reinforced concrete for flow control structures and headwalls; irrigation turnouts, pump discharges, pipe crossings and appurtenances. The Contract Documents, including reduced (11"x17") Contract Drawings and Specifications, may be secured from Summers Engineering, Inc., 887 North Irwin Street, P. O. Box 1122, Hanford, CA 93232, (559) 582-9237 after September 11, 2025. Full-scale (22"x34") drawings are available upon request. The District will hold a pre-bid meeting at the Project Site on September 25 at 10:00 a.m. Attendance at the pre-bid meeting by a representative employee of the bidder with confirmation of attendance on the pre-bid meeting sign-in sheet is mandatory. Bids received from Contractors who did not attend the pre-bid meeting and sign-in will not be accepted. The Work is a "public work" subject to the Federal Davis-Bacon Act and California prevailing wages. Listings of the prevailing wage scale for this Work are available on the internet at http://www.dir.ca.gov/DLSR/PWD. Relevant public work requirements are using the appropriate number of apprentices on the jobs site (Labor Code § 1777.5), maintaining necessary workers' compensation coverage (Labor Code §§ 1860, 1861), keeping accurate records of the Work performed on the project (Labor Code § 1812), permitting inspection of the payroll records (Labor Code § 1776; 8 CCR § 16400(e)), and complying with any other legal requirements, including but not limited to those found in Labor Code §§ 1720-1861 and California Code of Regulations title 8, §§ 16000-16414. No contractor or subcontractor may be listed on the bid proposal unless registered with the Department of Industrial Relations pursuant to Labor Code § 1725.5. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code § 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The Project is partially funded through a federal grant. The Work is subject to Buy America Domestic Procurement Preference as required by Section 70914 of the Bipartisan Infrastructure Law applies to this Project. The bids must be accompanied by a certified check or bidder's bond for ten percent (10%) of the amount of the bid and made payable to Panoche Water District (District). The certified check or bidder's bond shall be given as a guaranty that the bidder will enter into a contract, if awarded a contract, and will be declared forfeited if the bidder refuses or neglects to enter into said contract within 10 days after being requested to do so. The successful bidder will be required to furnish a performance bond in an amount equal to one hundred percent (100%) of the contract price and a payment bond in an amount equal to one hundred percent (100%) of the contract price, said bonds to be secured from a financially responsible surety company, satisfactory to the District, authorized to do business in the State of California. The Contractor shall be duly licensed under the laws of the State of California to submit a bid and to perform the work. The Contractor shall have a Class A license and shall remain duly licensed throughout the performance of the Contract. The Contractor may substitute securities for any moneys withheld to insure performance under the contract in strict accordance with Section 22300 of the Public Contracts Code of the State of California. Each Proposal submitted in response to this invitation shall include the cost of all Work, labor and materials to complete the project. It shall, furthermore, include all materials and labor of whatever kind required in regard to providing adequate sheeting, shoring and bracing of excavations. The bids will be opened in public at the above prescribed time and date. Award will be made to the lowest responsible bidder, however, the District reserves the right to reject any or all bids, to waive informalities in the bid, and to postpone the date of the bid opening.
