Jackson County Airport Authority
"REQUEST FOR QUALIFICATIONS"
The Jackson County Airport Authority, Moss Point, Mississippi is requesting sealed, submittals for professional services in the following categories:
Airport Planner
Civil Engineer
Environmental Engineer
Architect and/or Landscape Architect
Surveyor and/or Appraiser
Disadvantage Business Enterprise (DBE) Specialist
The firms selected will serve as consultants of record and provide professional services over the course of multiple Federal Grant, State Grant and/or Local Funded projects from January 2026 to January 2031, or at the pleasure of the Jackson County Airport Authority. All qualifications will be submitted on standard GSA Form SF330.
Examples of projects which may be undertaken over the next five years consist of the following:
Runway and taxiway construction and/or repair, lighting and marking.
Wetlands and storm water study updates.
Ramp and apron construction and/or rehabilitation.
Environmental mitigation study and implementation.
Clearing, grubbing, grading and drainage.
Fuel Tank Farms, fuel tanks and/or relocation of fuel tanks.
Updates to Airport Master Plan and Airport Layout Plans.
Design and/or construct Airport Terminal.
Design and/or construct hangars (personal and/or corporate).
Design and/or construct industrial/commercial hangars and buildings.
Surveying, land clearing and plat design in conjunction with the current ALP
Qualification submittals for Civil Engineer, Environmental Engineer and Airport Planner will include experience and qualifications in the following areas: planning, engineering design, material testing, field surveys, construction plans and specifications, construction engineering services and inspection, environmental permitting, analysis, planning and design, and financial planning and program services.
Qualification submittals for Architect and/or Landscape Architect will include experience and qualifications in the following areas: terminal building construction modification and expansion; roadway and parking lot improvements; charter and cargo facility construction; industrial, commercial buildings and hangar construction; and other similar projects which may be required during the five-year period. The submissions will be evaluated as follows:
Qualification submittals for Surveyors and/or Appraisers will include experience and qualifications in the following areas: survey and development of airport property map; analysis and appraisal of property rights for acquisition of fee and easements; and fees to be charged for leasing property and/or hangars.

Some or all of the services listed herein may not be required over the five (5) year course. JCAA reserves the right to initiate additional procurement action for any of the services
All qualification submittals shall be submitted to the Airport Director of the Jackson County Airport Authority no later than 11:00 a.m. on November 6, 2025; at which time they will be publicly opened and read aloud. The submittals may be mailed or hand delivered to the office of the Airport Director of the Jackson County Airport Authority: Trent Lott International Airport 8301 Saracennia Road, Moss Point, MS 39563.
Five (5) copies of each submittal must be included in each sealed envelope: "Sealed Qualifications to be Opened at 11:00am on November 6, 2025 with a description of the professional services that you are applying for." The submittal qualifications are required for each professional service and must outline the firm's relevant qualifications for that service. Any qualification submittal not complying with the instructions in this request for qualifications will be rejected.
The Jackson County Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all interested parties that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantage business enterprises will be afforded full and fair opportunity to submit qualifications in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration of the award.
