PUBLIC NOTICE
SUSPENSION OF ANNUAL COMPREHENSIVE PLAN AMENDMENT PROCESS
Tumwater, WA— The City of Tumwater must periodically review, and if needed, revise its Comprehensive Plan and development regulations every ten years to ensure compliance with the Washington State Growth Management Act. The City must complete the current periodic update on or before December 31, 2025.
The periodic update of its Comprehensive Plan started in 2022, using a phased, multiyear approach, and involving a multidisciplinary team spanning all City departments.
Because accepting proposals for annual Comprehensive Plan amendments may be in conflict with and complicate the periodic update and divert limited resources from the periodic update, the City Council approved Ordinance No. O2022-023 on October 18, 2022. After Ordinance No. O2022-023 expired, the City Council approved Ordinance No. O2025-004 on March 4, 2025, which suspended the Comprehensive Plan Annual Amendment Cycle during the 2025 Comprehensive Plan Update. In accordance with these ordinances, proposals for annual Comprehensive Plan amendments will not be accepted during the periodic update of the City's Comprehensive Plan from November 20, 2022, through December 31, 2025.
In lieu of the annual amendment process, Comprehensive Plan amendment requests may be incorporated into the periodic update and considered together with other proposed changes to the Comprehensive Plan.
The Comprehensive Plan is a legal document adopted by the City Council that establishes policies to guide future development in the City. The City Council, Planning Commission, private firms, and individuals use the Plan to make decisions about land use, capital improvements, and enact development regulations and related growth management legislation.
