WAMPO 2026 Unified Planning Work Program (UPWP) Public Comment Period The Wichita Area Metropolitan Planning Organization (WAMPO) has opened the public comment period for its draft 2026 Unified Planning Work Program (UPWP), September 12, 2025, through October 12, 2025. Public comments received during this period will be reported to and considered by the WAMPO Transportation Policy Body (TPB), which will decide whether to approve the 2026 UPWP at their November 18, 2025, meeting. The Unified Planning Work Program is WAMPO's primary budgeting document for planning activities during the year (January 1-December 31). Funding for the UPWP comes from various sources, including federal Consolidated Planning Grant (CPG) funds, which require a 20% local match (i.e., 80% federal funding, 20% local funding). The CPG/local-match expenditures in the draft 2026 UPWP total $2,258,000. As described in the draft UPWP, 2026 planning priorities and activities will include, among other things: Safety initiatives and activities, including supporting ICT Safe: A Regional Transportation Coalition, implementing the Comprehensive Safety Action Plan (CSAP), and identifying eligible projects for and facilitating the use of an awarded Safe Streets and Roads for All (SS4A) Demonstration Grant. Metropolitan Transportation Plan 2050 (MTP 2050) implementation and administration. Participation in regional long-range planning. Bicycle and pedestrian planning. Development of a Regional Active Transportation Plan. Complete Streets planning to increase safe and accessible options for multiple travel modes for people of all ages and abilities. Public transit and paratransit planning activities in coordination with public and private transit services. Safe Routes to School (SRTS) planning. Engaging and involving the public and stakeholders in transportation decision-making in the region. Member jurisdiction and planning partner outreach and coordination. Maintaining and implementing the Public Participation Plan (PPP) and Title VI Program Manual. Administration of the FFY2025-FFY2028 Transportation Improvement Program (TIP) and development of the FFY2027-FFY2030 TIP. Transportation data and modeling. Ongoing maintenance and development of the regional Travel Demand Model (TDM). Household Travel Survey (HTS). Data collection regarding travel patterns in the region. Participation in and support of planning partners with regionally significant and community projects.
