DESIGN SERVICES
The City of Bellingham (City) is seeking written statements of qualifications from consulting firms with expertise in municipal utility design and rehabilitation.
PROJECT DESCRIPTION
The City of Bellingham ("City") is issuing this request for qualifications (RFQ) (Invitation No. 57B-2025) from consulting firms interested in providing professional design services for the Potter St. and Lincoln St. Roundabout Design Services (City Project # ES580).
The project will change channelization of the Potter St. and Lincon St intersection from a two-way stop-controlled intersection to a roundabout. Additional facilities will be built at the intersection for both Pedestrians and Bicycles. Americans with Disabilities Act (ADA) improvements will be included as required. Traffic and Geometric Studies, Stormwater Improvements, Geotechnical Explorations and Environmental Mitigation connected to the nearby creek and wetland will be included as required. The Potter St. and Lincoln St. Roundabout project is supported with funding from Washington's Climate Commitment Act. The CCA supports Washington's climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health. SUBMITTAL
The City invites all interested parties to respond to this RFQ by submitting their Statement of Qualification (SOQ) documents on the City of Bellingham website at https://cob.procureware.com/. Questions can be addressed to the Purchasing Office at the above address or by email Bids@cob.org. The Purchasing Office, 210 Lottie Street Bellingham, WA 98225 must receive the electronic submittals no later than 11:00 AM on October 1, 2025. The sealed electronic submittals will be opened and read after the 11:00 AM deadline.
