PUBLIC HEARING The Governing Board of the Transportation Planning Organization (TPO), in its role as the Metropolitan Planning Organization (MPO) for the Miami Urbanized Area will hold a Public Hearing on Thursday, September 25, 2025, at 2:00 p.m. in the TPO Governing Board Chambers, Museum Tower Building, 150 West Flagler Street, Suite 1924, Miami, Florida, for the purpose of considering the following: 1. 2050 Long Range Transportation Plan (LRTP) and Fiscal Years (FY’s) 2026-2030 Transportation Improvement Program (TIP) Amendment: Deletion of State Road (SR) 968/ Flagler Street SR 821 / Homestead Extension Florida’s Turnpike to SR 5 / Biscayne Blvd (BRT Study), Financial Management (FM) #437782-1 and Flagler Street SMART Demonstration Project, FM #450733-1 These projects are being removed from the major project lists because detailed analyses revealed that the existing corridor infrastructure cannot support curbside Business Access Transit lanes without incurring extensive and costly mitigation measures. 2. 2050 LRTP and FY’s 2026-2030 TIP Amendment: Deletion of Miami-Dade County Northeast Corridor Rapid Transit Project This amendment will remove a total of $200 Million in state New Starts Transit Program funding between fiscal years 2025 - 2030 from the Northeast Corridor Rapid Transit Project (FM# 452239-1). 3. FY’s 2026-2030 TIP Amendment: Addition of Projects Funded by FY 2025-2026 General Appropriations Act (GAA) The following projects were identified to be added to the Work Program as a result of FY 2025-2026 GAA Specific Appropriation Funds: • Miami Lakes NW 154th Street Turn Lane Extension Improvements from NW 154th Street west bound to NW 77th Court south bound (450905-2) • Bay Harbor Islands Broad Causeway Bridge Replacement (452428-3) • Bay Harbor Islands Broad Causeway Bridge Replacement Phase II Construction (452428-4) • PortMiami North Bulkhead Improvements Project Initial Phase (456792-2) • Citrus Grove School Children and Families Pedestrian Safety Initiative on SW 22nd Avenue from NW 3rd Street to NW 6th Street (456898-1) • Homestead Bridge Expansion located on SW 152nd Avenue over the C-103 Canal (456944-1) • South Miami Culvert Replacement located at SW 64th Court within Twin Lakes Canal and at SW 63rd Court North of SW 62nd Avenue (456947-1) • Medley NW 96th Street Roadway and Drainage Improvements (456955-1) • Miami-Dade Roadway Resurfacing, NW 17th Avenue from NW 20th Street to NW 36th Street (456970-1) • Miami-Dade County Pedestrian Bridge at the Miami Intermodal Center (456971-1) • Miami-Dade Roadway Resurfacing, SW 142nd Avenue from SW 42nd Street to SW 56th Street (456972-1) • Greater Miami Expressway Kendall Parkway Extension from SR836 to SW 136th Street (457196- 1) 4. FY 2026 TIP Amendment: Addition of FY 2025 Roll Forward Projects Funding for various projects originally scheduled in the FY 2025 TIP that were not committed by June 30, 2025, have rolled forward into the FY 2026 Florida Department of Transportation Work Program and will automatically be included in the new 2026 State Transportation Improvement Program.
