Panoche Drainage District Ground-Work and Planting
2025 – Request for Proposals
Background: Panoche Drainage District (PDD or District) is requesting quotes for certain agricultural field work and planting for the San Joaquin River Improvement Project covering up to 1,675 acres. This project is funded through the California Proposition 84. This is a public works project subject to
California Prevailing Wage requirements. Location: The Project site is located in Western Fresno County, approximately 10 miles south of the community of Dos Palos, as shown in the attached Figure 1.
Scope of Work: The project will require five separate tasks as described below. The Provider will be required to provide unit costs for each task. Work will be performed on fields that have recently been leveled with irrigation turnouts and other features. The Provider is tasked with completing the scope of work while protecting the existing irrigation turnouts and features.
1. Ripping. Ripping to a minimum depth of 24" with a spacing of approximately 18". Multiple passes may be required to reach the minimum depth and the unit rate for this work will be per pass per acre. The Provider will be required to supply all equipment, labor, fuel, and other appurtenances necessary to complete this work.
2. Heavy Disc. A heavy disc pass may be required to breakup weeds or soil clods generated by the ripping effort. A minimum disc size of 28" will be required for this effort. The unit rate for this work will be per pass per acre. The Provider will be required to supply all equipment, labor, fuel, and other appurtenances necessary to complete this work.
3. Finish Disc. A finish disc, stubble disc, optimizer, or similar device may be used to prepare the seed bed. The unit rate for this work will be per pass per acre. The Provider will be required to
supply all equipment, labor, fuel, and other appurtenances necessary to complete this work.
4. Land Plane. As necessary to prepare for the check borders, the border sites will be planed prior to the border shaping. The Provider will be required to supply all equipment, labor, fuel, and
other appurtenances necessary to complete this work.
5. Border shaping. All fields will be flood irrigated by way of 30 foot checks. Check borders shall be developed on each field approximately 30 feet apart approximately centered on the existing alfalfa valve turnouts. The unit rate for this work will be per acre. The Provider will be required to supply all equipment, labor, fuel, and other appurtenances necessary to complete this work.
6. Planting. All fields will be planted with Jose Tall Wheatgrass by the seed-drill method or a similar approved method. Seed will be provided by the District. The unit rate for this work will
be per acre. The Provider will be required to supply all equipment, labor, fuel, and other appurtenances necessary to complete this work. The work will be completed in coordination with other projects in-progress on the site and the District will work with the Provider to schedule the work and prioritize fields to be planted. The District reserves the right to split the work among multiple contractors in order to ensure completion.
