NOTICE OF INVITATION TO BIDDERS GRAYSON COMMUNITY SERVICES DISTRICT TREATMENT PLANT SCREENING PROJECT PROJECT NO. C-06-8310-210 Owner is Grayson Community Services District. Sealed bids are due on or before 2:00 P.M., Wednesday, October 15, 2025, at the Black Water Consulting Engineers, Inc. Modesto office, 602 Lyell Drive, Modesto, CA 95356. Project contact is Bao Cha, Black Water Consulting Engineers, Inc. at (209) 694-4766 or bao@blackwater-eng.com. The project is located at the Grayson Wastewater Treatment Plant (WWTP) in Grayson, CA. The work to be performed includes installing a mechanical screen and a 6-inch sewer bypass line, valves, floats, and a concrete pad at the existing headworks, replacing and installing two new aerators with anchor supports in the existing ponds and providing electrical power to the new headworks screen control panel. Bids shall be valid for 60 calendar days after the bid opening date. The Contractor shall hold an active contractor's license in the A classification. A MANDATORY Pre-Bid Conference will be held at the Grayson WWTP in Grayson, CA on the following date and time: Wednesday, September 17, 2025, at 10 AM. Bidders may obtain a copy of the Contract Documents from the Public Purchase website at: https://www.publicpurchase.com/gems/graysonccd,ca/buyer/public/home. It is the responsibility of the Contractor to check the website for any addendum to the Project's Contract Documents. Funding for this project has been provided in full or in part under the Clean Water State Revolving Fund, which may include capitalization funding from the United States Environmental Protection Agency through an agreement with the State Water Resources Control Board. The contents of this document do not necessarily reflect the views and policies of the foregoing, nor does mention of trade names or commercial products constitute endorsement or recommendation for use. The project is subject to prevailing wages and Davis Bacon wages. The project is subject to compliance with 40 CFR Section 33.302 Disadvantaged Business Enterprises and USEPA's Program for Utilization of Small, Minority, and Women's Business Enterprises rule.
