Request for Proposals for McKinney Line Passenger Rail Study
The North Central Texas Council of Governments (NCTCOG) is issuing a Request for Proposals (RFP) to provide a review of the results from the previously completed Conceptual Engineering and Funding Study for the McKinney Line Passenger Rail corridor, evaluate existing conditions, analyze and confirm station locations, evaluate alternatives (including interim implementation options like high-capacity transit), and develop cost estimates for implementation for the corridor between Plano and McKinney.
Proposers may submit one in-hand hard copy or one in-hand flash drive of the proposal to Brendon Wheeler, P.E., Senior Program Manager, North Central Texas Council of Governments, 616 Six Flags Drive, Arlington, Texas 76011. Flash drives should contain one file preferably with indexed sections. Flash drives that are unreadable or contain corrupt files will be considered non-responsive. Proposals must be received no later than 5:00 p.m., Central Time, on Friday, October 3, 2025. Proposals received after that time will not be considered and will be returned to the proposer unopened. The in-hand submittal will count as the official submittal. In addition to the in-hand submittal, NCTCOG will be releasing this RFP through the Bidnet Direct system and will accept electronic submissions through the system. A Bidnet Direct link will be included when the RFP is published. The Bidnet Direct submittal only will not be evaluated. The Request for Proposals will be available at www.nctcog.org/rfp by the close of business on Friday, September 5, 2025.
