QUALIFICATIONS The City of Hialeah, Florida, will receive electronic (sealed) proposals for the project entitled: Architectural and Engineering Services until Wednesday, October 29, 2025, The responses must be submitted electronically in the manner specified below in the electronic submittal method described below and in no other manner. Bids submitted in any other manner will not be considered.

Contract documents, including drawings, technical specifications, addendums, and proposal forms, may be obtained on the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl.
The City of Hialeah is accepting qualifications for Architectural and Engineering Services in various professional categories on an “as-needed basis. It is the intent of the City to use the RFQ process to select three (3) firms within each category firms that are qualified (as determined by the City) to provide services in each of the categories of professional specialization. When professional services are required, a proposed project will be analyzed in terms of the predominant professional specialty required, and a firm will be selected from the appropriate specialization list.
Each proposal shall be submitted electronically via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl no later than the date and time specified below. Proposals received after said date and time will not be considered and no time extensions will be granted.

(The City reserves the right to delay or modify scheduled dates and will notify Proposers of all changes in scheduled dates.)
Attention all Proposers: Projects resulting from this solicitation may be Federal and/or State- funded projects, and the contractor must ensure that employees and applicants for employment are not discriminated against because of their age, race, creed, color, religion, sex, disability, national origin, or familial status.

The City of Hialeah reserves the right to reject any and all responses, and to decide to re- advertise/re-bid or not, or to waive any informalities or minor irregularities, technicalities, or omissions, in the solicitation process. Responses may be held over by the City of Hialeah Purchasing Division, at its sole discretion, for a period not to exceed one hundred eighty (180) days from the date of opening for the purpose of reviewing the responses and investigating the qualifications of the respondents, prior to consideration of the awarding of the contract and must be honored by the Vendor on the same terms and conditions during this period.
Please be advised that this Solicitation is issued subject to the City of Hialeah’s Charter and Code of Ordinances. and the Miami-Dade County “Cone of Silence”, see 2-11.1(t), Miami-Dade County Code, which are deemed as being incorporated by reference in this Solicitation. Communications with the Mayor, City Council, and City Staff are restricted.
