CITY OF GRAND PRAIRIE NOTICE OF PUBLIC HEARING ON PID ASSESSMENTS PUBLIC IMPROVEMENT DISTRICT NO. 2 (WHISPERING OAKS) The Grand Prairie City Council will hold a Public Hearing in the City Council Chambers at City Hall, 300 West Main St., on Tuesday, September 16, 2025, at 6:30 P.M., to receive public comment on the proposed assessment rate, budget, and five-year plan for the Grand Prairie Public Improvement District No. 2 Whispering Oaks PID. The Public Improvement District will provide, through a special assessment, funding for the purpose of maintenance and repair of existing and future public landscape and other enhancements to specified public areas within the District. The District has been continuously operating since establishment in 1995. The estimated cost of maintenance and improvements of the District's operations for calendar year 2026 is $14,910, of which approximately $14,000 will be funded through assessments against owners of real property located in the PID. The general boundaries of the assessment district are as follows: the general boundaries of the Whispering Oaks residential subdivision. Citizens may present written or oral objections at the Public Hearing. At the hearing, the City Council will consider levying the following assessment against real property in the District: a fixed rate of $500 per developed lot and $250 per undeveloped lot. This will INCREASE the existing assessment for a one-year period (October 1, 2025-September 30, 2026) for all properties in accordance with state law. A five-year service plan, to be adopted by the City Council, will define the nature and projected cost of the improvements to be funded by the assessment. The proposed apportionment of cost will be totally borne by the Public Improvement District for those improvements identified in the five-year service plan.
