
Invitation for Bids for Gregg Township Community Center Gym Renovations
PART I - INVITATION FOR BIDS
The Gregg Township Supervisors will receive sealed individual bids for the elements noted below, one (1) original and two (2) copies, for the Community Center Gym Renovations, by the Secretary in the Township Office until prevailing time on Tuesday, October 7, 2025, at 2:00 p.m. at 106 School Street, P.O. Box 184, Spring Mills, PA 16875, at which time and place, all bids will be publicly opened and read aloud. Bid will be awarded at the Gregg Township Supervisor's meeting on Thursday, October 9, 2025, at 6:30 p.m. in room 203 at the Gregg Township Building, 106 School Street, Spring Mills, PA 16875.
Bidders may bid on one element only, several, or all. If multiple elements are bid, A separate bid for each element is required. The bid must be sealed and marked "Bid for Community Center Gym Renovations". Awards will be based on individual elements.
Bids will be accepted for the following elements in the Community Center at the Old Gregg School, 106 School Street, Spring Mills, PA 16875 in Gregg Township, Centre County:
Window Replacement
Floor & Stair Replacement
Wall Padding
Platform Lift Access
Access to the project site will be made available to prospective bidders during the week of September 15, 2025 through September 19, 2025, between the hours of 8:30 a.m. and 2:30 p.m.
Copies of the Contract Documents may be obtained by contacting the Design Engineer (P. JOSEPH LEHMAN, Inc., Consulting Engineers) located at 117 Olde Farm Office Road, Suite 113, Duncansville, PA, 814-695-7500, kszala@lehmanengineers.com. Hard copies are available for a $75.00 fee, which is nonrefundable. Electronic copies are available at no charge. All bidders must be registered with the Design Engineer and addenda, if any, will be issued to only those bidders registered as having obtained the bidding documents. Bids must be submitted on the forms provided.
A certified check or bank draft payable to the order of "Gregg Township Supervisors", or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid element. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.
In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000.
Gregg Township is utilizing federal funds for this project, and Centre County has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. In accordance with the Buy America, Build America Act, Centre County must also adhere to such requirements, the bidders/offerors must adhere to these requirements and submit the included certification.
Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. Centre County, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. DavisBacon and Related Acts apply to this Project.
Bids may be held by the Gregg Township Supervisors for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Gregg Township Supervisors reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
