Project Description: ALA Energy has applied for a Major Project Permit (MPP), Conditional Use Permit (CUP) and commercial building permits (COMs) to allow construction of a new enclosed ground flare, a waste gas recycling project and permitting for several unpermitted prior improvements. The Ferndale Terminal site is an existing liquefied petroleum gas (LPG) terminal which includes receiving, storage and shipping of propane and butane LPG products by truck, rail, pipeline and maritime vessel shipments.
The Flare Project will reduce volatile organic compounds (VOC) through installation of a new enclosed ground flare in the northeast portion of the existing facility. The flare will provide emission control from specific process and emission points in the facility. The existing flare system will be decommissioned. Additional equipment including pipe racks and tie-ins will be necessary throughout the facility to support the flare.
The Waste Gas Recycling Project will reduce VOC and greenhouse gas (GHG) emissions by recycling process gases. The recycled gases will be combusted in the onsite compressors as fuel gas. Pipe racks and additional improvements to the existing facility equipment will be also be necessary to increase the recovery of propane.
Included within this application are also a number of prior projects that were completed without building permits between 2016 and 2021. These permits generally include minor construction including piping, valves, electrical and pipe rack installation.
The applicant originally applied for an MPP, CUP and 32 commercial building permits. After review of the proposal, it was determined the scope and scale of the proposal does not require an MPP and the projects will be processed as a CUP which provides for a public hearing and final decision by the Whatcom County Hearing Examiner.
