PUBLIC NOTICE
Pursuant to RCW 43.21.C and WAC 197-11, NOTICE IS HEREBY GIVEN that on 8/28/25, City of Lacey Department of Community & Economic Development issued a mitigated determination of nonsignificance relative to the environmental impact of the following described proposal:
Application #25-0099: North Thurston Public Schools proposes The Young Child and Family Center to be constructed on a 15.82-acre site immediately north of the Nisqually Middle School. The Early Learning Center will provide 18 classrooms with a maximum capacity of 20 children each to support approximately 360 children per morning and afternoon sessions, and 85 staff members. The building is approximately 47,000 SF and will include a library that is planned to be operated by Timberline Regional Library. The proposed Early Learning Center campus will resemble an elementary school campus. The project includes construction of a new building, a parking lot, bus loading area, lighting, new ADA accessible sidewalks, soft and hard play playgrounds, and grass playfield. The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public upon request.
