NOTICE OF REQUEST FOR QUALIFICATIONS EAGLE FIRE PROTECTION DISTRICT REQUEST FOR CONSTRUCTION MANAGEMENT SERVICES QUALIFICATIONS RESPONSE NO. 25-RFQ-1 STATUTORY PROCEDURE: I.C. § 67-2320 PLEASE TAKE NOTICE that the Board of Commissioners of the Eagle Fire Protection District intends to select and secure a contract for construction management services for a design build public works building construction project as follows: 1. DATE AND LOCATION UPON WHICH RESPONSES MUST BE SUBMITTED: All responders are to have their response in sealed envelopes with a precise statement on the outside stating: "Response to Eagle Fire Protection District's No. 25 RFQ-1 request for Design Build General Management-General Construction Services Qualifications [Insert name of Responder]" submitted by either mail or personally delivered to the Administrative Offices of Eagle Fire Protection District [Attention Fire Chief] 1119 E. State Street, Ste 240, Eagle, Idaho 83616 on or before the 10th day of September, 2025 by 3:00 p.m. Responses received after the deadline will be returned to the prospective responder unopened and will not be considered. 2. DESCRIPTION OF THE PROJECT FOR WHICH CONSTRUCTION MANAGEMENT SERVICES ARE BEING SOLICITED: The Eagle Fire Protection District (the "Fire District") and the City of Eagle (the "City") city owned 7.420-acre parcel designated as Ada County Assessor's Parcel No. R3610110181 (the "Subject Parcel"). The Fire District and the City have agreed to proceed with the process of obtaining construction management services for the public works construction of maintenance facilities, shop space, outbuildings, training area and infrastructure upon the Subject Parcel as a design build project (the "Project'). The Fire District and the City have agreed that the Fire District will proceed with the request for qualifications process on this Project for the Fire District and as the agent of the City. 3. RESPONSE INFORMATION REQUIREMENTS: License/ Required: Required verification to show that responder has a valid license to provide public works construction management services pursuant to the Public Works Construction Management Licensing Act of 1998 (Chapter 45 Title 54 Idaho Code) in the state of Idaho; and Insurance Coverages/Required: A verification is required to show that the responder has the following insurance coverages:Professional Liability Insurance coverage with minimum coverage of One Million Dollars ($1,000,000.00) per claim and a minimum aggregate limit of One Million dollars ($1,000,000.00); Professional Liability Insurance coverage with minimum coverage of One Million Dollars ($1,000,000.00) per claim and a minimum aggregate limit of One Million dollars ($1,000,000.00) Commercial General Liability Insurance coverage with minimum coverage of Two Million dollars ($2,000,000.00) on occurrence basis (rather than a claims-made bases); Automobile Insurance with minimum coverage of One Million Dollars ($1,000,000.00) per occurrence for owned, non-owned and hired vehicles; and Worker's Compensation Insurance in an amount as required by statute. Responder's Background and Experience: Location of Responder's offices which will perform the services requested; The number of years as a licensed construction manager. Identify the construction management personnel who will be assigned to this Project; Verification of prior experience in construction management of completed public works construction projects and similar projects; Identification for at least two (2) similar projects with client references; Identify, for those projects where the responder has served as the construction manager for government subdivisions of the state of Idaho, and the percentage of projects that were completed on time and within budget; Time overruns in previous projects; and Cost overruns in previous projects. Responders Contract Management Levels of Services: Identify whether or not the Responder provides the following construction management services: Working with the design, engineering, and architectural team Evaluation and selection of general contractors Permitting process Strategic plan development Accounting and document management Construction activity oversight Facilitating communication between the client and vendors. Responders Process of Services Communications: Description of how Responder communicates and coordinates services with the client and the other stakeholders involved with the completion of the Project. Practices for maintaining relationships with clients. Responder's Technical Resources: Total number of technical staff and administrative staff; Quality and experience of key personnel; Available equipment and software. Responder's Management Capabilities: Number and experience of management staff; and The Project's impact on current workload; and Time management practice; and Responder's Project Approach and Process that will be followed for providing professional services to complete this Project. 4. CRITERIAL AND PROCEDURES USED FOR MEASURABLE SCORING, RANKING AND SELECTION: The Board of Commissioner's established qualifications criteria and the procedures to be used for the qualification response form, measurable scoring, ranking, and selection of qualified persons or firms to perform the construction management services for the Project are available to prospective Responder's and the public by request at the Eagle Fire Administration 1119 E. State Street Suite #240 Eagle, ID 83616 or via email at info@eaglefire.org during normal business hours 9:00 a.m. to 5:00 p.m. Monday through Friday except for holidays. 5. QUALIFICATION RESPONSES OPENING AND EVALUATION: All Qualification Responses received will be opened 10th day of September, 2025 at the hour of 3:00 p.m. at the Eagle Fire Administration Office, 1119 E. State St. Suite #240, Eagle, Idaho 83616 by the Fire District Chief, together with the Fire District Secretary, who shall keep a record of the opening of the Qualifications Responses, and no person will be denied the right to be present for the opening of the Responses. All Qualifications Responses initially will be evaluated, scored, and ranked by the Fire District Chief and subsequently by the Fire District Board of Commissioners in accordance with the Board of Commissioner's established qualifications criteria and the procedures. 6.
