View original fileNOTICE OF PUBLIC HEARING RELATING TO PUBLIC IMPROVEMENTS AND LEVY OF NON AD VALOREM ASSESSMENTS
The Downtown Doral South Community Development District Board of Supervisors (“Board”) will hold a public hear- ing at 7 P.M. on October 8, 2025, at The Residences at Downtown Doral Club located at 4651 NW 82 AVE, Doral, FL 33166, to consider the adoption of an assessment roll and the imposition of non-ad valorem special assessments (“Assessments”) to finance and secure certain public improvements of the Downtown Doral South Community Development District (the “District”) as described in the Engineer’s Report for the Acquisition of the Clubhouse Prop- erty, prepared by Alvarez Engineers, Inc., dated as of and accepted by the Board on August 20, 2025 (“Engineer’s Report”). The Board will consider the levy of the Assessments on benefited properties within the District, a depiction of which properties is shown below, and will provide for the levy, collection and enforcement of the Assessments.
The public hearing will be conducted pursuant to Chapters 170, 190 and 197, Florida Statutes. Developed areas within the District (as shown below) will be benefited and improved. The District is approximately 123.39 gross acres located within the limits of the City of Doral in Miami-Dade County, Florida, and is bounded by NW 87 Avenue on the west, Theoretical White Course Drive on the north, a 160-foot-wide FPL easement on the east and NW 41 Street on the south. The District’s proposed improvements include acquisition of the clubhouse and the fitness center prop- erties and facilities on an approximate 1.91 acre parcel within the District, the construction of certain improvements to the facilities, other related improvements, and related costs. A description of the property within the District to be assessed, the nature of the improvements proposed, as described in the Engineer’s Report and the Assessment Methodology, as later defined, and the amount to be assessed to each piece or parcel of property may be reviewed at the local District’s Records at the offices of GMS, Miami office, located at 2804 NE 8th Street, Suite 202, Homestead, Florida 33033 or by contacting the District Manager’s Office at 954-721-8681. (the “District Offices”).
The District intends to impose Assessments on benefited lands within the District in the manner set forth in the Master Assessment Methodology Report, dated August 20, 2025 (“Assessment Methodology”), which is available to the public at the District Offices. Property will be assessed in the principal not to exceed the amount of $26,426.46 for each of the 1,353 residential units within the District in the manner described in the Assessment Methodology. The total amount to be levied against these benefited lands within the District is $35,755,000, exclusive of fees and costs of collection or enforcement, discounts for early payment, and the annual interest costs. The Assessments may be prepaid in whole or in part in some instances or be paid in not more than thirty (30) annual installments, excluding any capitalized interest period, subsequent to the issuance of debt to finance the improvements. These annual Assessments will be collected on the Miami-Dade County tax roll by the Tax Collector. Alternatively, the District may choose to directly collect and enforce these Assessments.
The District also intends to levy and collect Assessments on property within the District to cover the operation and maintenance of the District’s improvements. Such annual Assessments will also be collected on the Miami-Dade County tax roll by the Tax Collector. Alternatively, the District may choose to directly collect and enforce these Assessments.
All affected property owners have the right to appear at the public hearing and the right to file written objections with the District within twenty (20) days of the publication of this notice.

There may be occasions when one or more Supervisors will participate by phone. At the above-referenced location a speaker phone will be available so that any interested person may attend the meeting and be fully informed of the discussions taking place either in person or by telephone communication. If anyone chooses to appeal any decision of the Board with respect to any matter considered at the hearing or at the meeting, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which such appeal is to be based. The public hearing may be continued to a date and time certain that will be announced at the hearing.
