NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS August 24, 2025 City of Moss Point 4320 McInnis Ave Moss Point, MS 39563 Telephone: (228) 475-0300 On or about September 4, 2025, the City of Moss Point will submit a request to the Mississippi Development Authority (MDA) for the release of Community Development Block Grant–Disaster Recovery (CDBG-DR) funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as the Moss Point Emergency Drainage Project. The purpose of the project is to rehabilitate and improve four stormwater drainage corridors impacted by Hurricane Ida, including cleaning and replacing stormwater pipes and inlets. The estimated project cost is $1,400,000 in CDBG-DR funds. The project is located within the City of Moss Point, Jackson County, Mississippi. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at City of Moss Point, 4320 McInnis Ave, Moss Point, MS 39563, where the ERR may be examined or copied weekdays between the hours of 8:00 A.M. to 5:00 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Moss Point at the address listed above. All comments received by September 3, 2025 will be considered by the City of Moss Point prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The City of Moss Point certifies to MDA that Billy R. Knight in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process, and that these responsibilities have been satisfied. Approval of the certification by MDA satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Moss Point to use CDBG-DR funds. OBJECTIONS TO RELEASE OF FUNDS MDA will accept objections to its release of funds and the City of Moss Point's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are based on one of the following: (a) the certification was not executed by the Certifying Officer of the City of Moss Point; (b) the City of Moss Point has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the City of Moss Point or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by MDA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with 24 CFR Part 58, Sec. 58.76, and addressed to Mississippi Development Authority, P.O. Box 848, Jackson, MS 39205.
