PUBLIC NOTICE CITY OF ROCK HILL COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM On or about September 30, 2025, the City of Rock Hill will submit its Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) Program to the U.S. Department of Housing and Urban Development for Program Year 2024-2025. A public hearing will be held to review the CAPER on Monday, September 8, 2025, at 4:00 pm at Operations Center Room 136. There will be a 30-day public comment period regarding the 2024-2025 CAPER beginning Sunday, August 31, 2025 and ending Monday, September 29, 2025.
