NOTICE OF PUBLIC HEARING ON ASSESSMENTS FOR THE DOWNTOWN BUSINESS IMPROVEMENT DISTRICT, CITY OF ARLINGTON, TEXAS PURSUANT TO THE PROVISIONS OF CHAPTER 372, TEXAS LOCAL GOVERNMENT CODE Notice is hereby given that the City Council of the City of Arlington, Texas, will hold a public hearing on Tuesday, September 9, 2025 beginning at 6:30 p.m. in the Council Chamber of City Hall, 101 W. Abram Street, Arlington, Texas, to receive public comment and consider the adoption of the updated Service and Assessment Plan (including a current budget), and establishing the 2025 Assessment Rate and Roll, and levying an assessment for the area of the City known as the Downtown Business Improvement District (the "District"), pursuant to the Public Improvement District Assessment Act, Chapter 372, Texas Local Government Code, for the purpose of providing continued funding for the District's marketing and promotion program, communication program, advocacy and assistance in obtaining grants or funding to make improvements, and capital improvements such a landscaping, signs, and banners in the District to serve the property described below. At the public hearing, the City Council will hear and rule on any objections that are raised regarding the updated Service & Assessment Plan, Assessment Roll, and levying of an assessment against real property in the District. The District is entering year one of a ten-year term. In accordance with the adopted Service & Assessment Plan, City Council will consider assessing an annual assessment against qualifying property in the District not to exceed an amount equal to $0.165 per $100 of the Tarrant Appraisal District's appraised value of real property and improvements, the same as the prior year's assessments. Residential homesteads (those qualifying for homestead exemption) and standard tax-exempt properties (church, state, railroad, etc.), outside of city-owned property, will not be assessed. The total costs of the noted public improvement projects and programs identified for the FY2026 Program Year are approximately $723,251. The boundaries of the District are described below and made a part hereof for all purposes. All Downtown property within the boundary beginning at the intersection of N. Cooper Street and Houston Street on the west, proceeding south, including all property fronting N. Cooper Street to Greek Row Drive, then east along Second Street to S. Center Street, proceeding north to First Street, then east to Mary Street, proceeding south to E. Second Street, then east to S. Collins Street, proceeding north, including all property fronting S. Collins Street (excluding exempt railroad property) to Harrison Avenue, west to S. Collins Street, north to E. Sanford Street, then west to Truman Street, proceeding south to North Street, then west to Robinson Drive, north to Houston Street, then west along Houston Street to the beginning point at the intersection at N. Cooper Street. All written or oral objections will be considered at the public hearing. A copy of the proposed Assessment Roll and the Service and Assessment Plan, which include the assessments to be levied against City-owned property and all taxable property except residential property that is not used as rental property (including presumptively all homestead property) in the proposed District, is available for public inspection at the Office of the City Secretary, City of Arlington, at 101 West Abram Street, Arlington, Texas, 76010, (817) 459-6186.
