First Amendment to the City of Boise HOME-ARP Allocation Plan
The City of Boise (City) received funds appropriated under section 3205 of the American Rescue Plan Action of 2021 (P.L. 11702) for the HOME Investment Partnerships Program (HOME-ARP) to provide homelessness assistance and supportive services. In 2025, the U.S. Department of Housing and Urban Development (HUD) identified an administrative error in the allocations, which resulted in the City originally being allocated less than it was legally entitled to receive. To correct the allocation, the City must amend the HOME-ARP Allocation Plan in order to accept $4,396.00 in additional funds.
This Amendment increases the total amount of funds awarded to the City by $4,396.00, to a total of $2,936,895.00. These funds will be added to the Supportive Services funding in the HOME-ARP Allocation plan.
Additionally, the City has determined that the remainder of funding allocated for Administration and Planning will not be needed for administrative expenses and will be used for Supportive Services instead.
Combined, these changes result in an increase to the funding for Supportive Services of $413,824.98, for a total of $2,906,449.98.
The City of Boise's Housing and Community Development Division will accept public comments on the proposed changes beginning August 22, 2025, through September 22, 2025.
