The City of Wichita, Kansas, intends to undertake the following proposed actions at Colonel James Jabara Airport:
On the Airport Layout Plan (ALP), change a 95-acre portion of airport property from aeronautical to non-aeronautical land use.
Construct three buildings ranging from 470,660 square feet to 509,580 square feet each for commercial, manufacturing, and/or warehouse use.
Construct associated site improvements such as parking lots, ancillary roads, and utilities.
We are providing notice of a public hearing where we will address the proposed action's potential economic, social, and environmental impacts. In addition, we will address the project's consistency with the goals and objectives of the affected area's land use or planning strategy.
The Public Hearing will be held at the following time and place:

Potentially affected environmental resources include: air quality, biological resources (including fish, wildlife, and plants), climate, hazardous materials and solid waste, land use, natural resources and energy supply, pollution prevention, farmlands, historical, architectural, archaeological and cultural resources, noise and compatible land use, socioeconomics and children's environmental health and safety risks, visual effects, water resources (wetlands and surface waters), cumulative impacts. The following measures will be used: Pollution Prevention – Obtain NPDES General Stormwater Permit and ensure all best management practices are followed. Historical, Archaeological and Cultural Resources – If historic resources are uncovered during obstruction removal activities immediately stop all activity and contact the State Historic Preservation office and Federal Aviation Administration; Visual Effects – Landscaping to be designed in accordance with Title 28-Zoning: Chapter 28.06 of the Wichita City Code; Water Resources – Stormwater detention design and review in accordance with the Wichita/Sedgwick County Stormwater Manual.
The draft environmental assessment (EA) describing the proposed actions impacts will be available for public review until October 6, 2025. The draft EA may be viewed at the Wichita Airport Authority Administration Building, 2173 Air Cargo Rd., Wichita, KS 67209. The document is also available online at: https://www.flywichita.com/news/. Those wishing to provide comments must do so by email or letter to the address below no later than close of business on October 6, 2025:
