ORDINANCE NO. 25-01
AN ORDINANCE ADOPTING A BUDGET AND MAKING APPROPRIATIONS FOR THE SIGNAL HILL FIRE PROTECTION DISTRICT, ST. CLAIR COUNTY, ILLINOIS FOR THE GENERAL, INSURANCE, AND PENSION FUNDS FOR THE FISCAL YEAR BEGINNING JUNE 1, 2025 AND ENDING MAY 31, 2026.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE SIGNAL HILL FIRE PROTECTION DISTRICT AS FOLLOWS:
SECTION I. That the following is an estimate, by source, of the expected receipts and revenues of the Signal Hill Fire Protection District General and Insurance Fund, for the Fiscal Year beginning June 1, 2025 and ending May 31, 2026:
Cash Balance at June 1, 2025 - $962,067.00; Real Estate Tax Receipts - 447,366.00; Personal Property Replacement Tax - 19,000.00; Interest - 30,000.00; Miscellaneous - 4,000.00. TOTAL ANTICIPATED FUNDS AVAILABLE - $1,462,433.00
SECTION II. That the following sums of money be and they are hereby budgeted and appropriated for corporate and insurance purposes for the Signal Hill Fire Protection District, a Fire Protection District in St. Clair County, Illinois, for the Fiscal Year beginning June 1, 2025 and ending May 31, 2026 for the following purposes:
Fire Protection $350,000.00' Compensation 100,000.00; Health Insurance Premiums 20,000.00; Training 500.00; Meetings, Travel, Auto Expense, Meals & Conference 6,000.00; Trustee Fees 1,800.00; Treasurer Fee 5,500.00; Legal & Accounting 20,000.00; Printing & Postage 5,000.00; Dues 2,500.00; Miscellaneous/Contingency 30,000.00; Payroll Taxes 10,000.00
Capital Expenditures 50,000.00; IMRF Contribution 10,000.00; Insurance Premiums/Bonding of Officers _ 80,000.00. TOTAL BUDGET AND APPROPRIATION – GENERAL/INSURANCE FUND $691,300.00; ANTICIPATED CASH BALANCE – GENERAL/INSURANCE FUND AT MAY 31, 2026 $771,133.00
SECTION III. That the following is an estimate, by source, of the expected revenues of the Signal Hill Fire Protection District for the Reserve and Operation of the Signal Hill Fire Protection District Fire Fighters' Pension Fund, for the Fiscal Year beginning June 1, 2025 and ending May 31, 2026:
Estimated Cash Balance at June 1, 2025 - $41,828.00; Real Estate Tax Receipts - 20,000.00; TOTAL ANTICIPATED FUNDS AVAILABLE - $61,828.00
SECTION IV. That the following sums of money be and are hereby budgeted and appropriated for the Signal Hill Fire Protection District Fire Fighters' Pension Fund for the Fiscal Year beginning June 1, 2025 and ending May 31, 2026, for the purposes of establishing and maintaining a reserve to ensure the payment of all obligations incurred under the said Fire Fighters' Pension Plan as follows:
Contribution to Paid Fire Fighter Pension Fund - $60,000.00; ANTICIPATED BALANCE - PENSION FUND AT MAY 31, 2026 $1,828.00
SECTION V. The Trustees shall have the power and the authority during the aforesaid fiscal year from time to time, as in their judgment may be necessary, to make transfers among the various line-item appropriations for the purpose of meeting exigencies that may arise during the year to the extent permitted by law. To the extent permitted by applicable law, all unexpended balances of any item or items of any general appropriation made by this Ordinance may be expended in making up any deficiency in any item or items in the same general appropriation made by this Ordinance. The sums herein appropriated are appropriated from all sources of income, including but not limited to all sources of income from property taxes, and all other revenues of the Fire Protection District received from all sources of revenue. Should a deficiency exist in any fund or line item other than the General Fund for a purpose for which money may be legally appropriated and spent from the General Fund, that deficiency may be made up from the General Fund. The amount of any such deficiency in any such fund or line item other than the General Fund is hereby appropriated from the General Fund.
SECTION VI. If any section, subdivision or sentence of this Ordinance is held invalid, it shall not affect the validity of the remainder of this Ordinance.
SECTION VII. This Ordinance shall be known as Ordinance No. 25-01 and shall be published in a newspaper of general circulation in the Signal Hill Fire Protection District, St. Clair County, Illinois, within thirty (30) days of the date hereof. The newspaper shall furnish a certificate of publication to the Secretary of the Fire Protection District, which certificate shall be placed in the official records of the Fire District and this Ordinance shall be in full force and effect from and after ten (10) days of its publication.
