NOTICE OF PUBLIC HEARING Notice is hereby given that the City of Kerman Planning Commission will hold a Public Hearing on Monday, September 8, at 6:00 p.m. or as soon as thereafter, at City Hall, Council Chambers, 850 S. Madera Ave. Kerman, CA, to consider the following items: General Plan Amendment 2023-02, Rezone 2023-03, Tentative Parcel Map 2024-01, Tentative Subdivision Map 2023-03, Annexation 2023-03, and Environmental Impact Report (SCH No. 2025060904), filed by Lifetime Communities ("Applicant") pertaining to two (2) parcels identified as Assessor's Parcel Numbers (APNs) 020-120-06 (20 acres) and 020-120-03S (20 acres), totaling approximately 40 acres located on the south side of West Nielsen Avenue between North Madera Avenue and North Del Norte Avenue ("project site"). The Applicant requests approval of an amendment to the 2040 Kerman General Plan for portions of APN 020-120-06 to increase the MU – Mixed Use and MDR – Medium Density Residential land use designations and decrease the GC – General Commercial land use designation; pre-zone/rezone of APNs 020-120-06 and 020-120-03S to SD-R-3.5 and MU zoning districts consistent with the planned land use designations as proposed; split APNs 020-120-06 and 020-120-03S into two (2) parcels and one (1) remainder; subdivide APNs 020-120-06 and 020-120-03S into 172 single-family lots ("Gill Orchard Estates"); initiate annexation of approximately 40 acres (APNs 020-120-06 and 020-120-03S); and certification of Environmental Impact Report (SCH No. 2025060904). The public is invited to attend and give testimony. Hearing documents will be available on the City's website at https://cityofkerman.net/351/Planning-Commission-Agendas-and-Minutes and at the Planning Division's Office at least 72 hours prior to the hearing.
