REQUEST FOR PROPOSALS LEASE-LEASEBACK SERVICES INTRODUCTION The San Juan Unified School District ("District") is issuing a Request for Proposals ("RFP") from Lease-Leaseback ("LLB") entities prequalified to provide to the District construction services for the construction of the San Juan High School Science Modernization (Bid Package #26-200) at San Juan High School. Prequalification is required for this project. Prequalification packages are to be submitted to the district no later than September 03, 2025. This process is pursuant to the Lease-Leaseback provision of Education Code Section 17406. The RFP describes the Project, the required Scope of Work, the selection process, and the minimum information that must be included in the proposal. The award will be to the entity offering the best value to the District as defined in the RFP. September 02, 2025 by 10:00 AM - Deadline to submit questions September 03, 2025 - Prequalification application deadline September 05, 2025 by 2:00 PM – If applicable, addendum will be uploaded to district website. https://www.sanjuan.edu/our-district/contracts-and-bids/facilities-contracts-and-bids/rfp-rfq-bids-awards September 17, 2025 by 10:00 AM - Proposals due PROJECT DESCRIPTION The Scope of Work for the Project consists of the following: Preconstruction services, including without limitation providing review of and input on design documents, value engineering, estimating, preliminary scheduling, and bidding to develop the Total Base Rent (TBR). The project consists of the modernization of existing building 'B' and includes 6 new science classroom, 2 standard classrooms, Support Services rooms and new restrooms(14,000 SF), abatement and partial demolition of existing building, and site upgrades including perimeter fencing accessibility improvements as required by the Division of the State Architect ("DSA"). The project also includes an interim housing component to relocate the existing 4 science classrooms in building B to other classrooms on campus and ensure utilities are operational for start of the Fall semester 2026. The existing science classrooms will move to B13 (Chemistry), E4 (Physics), D11 (Physics/ Environmental Science), and D13 (Biology). There will be a light modernization (refresh) of existing classrooms in other buildings that will include potential casework removal, flooring removal, new flooring, and new interior paint. There is potential for hazmat removal related to this scope of work. This light modernization (refresh) scope will not be part of the DSA submittal project. The extent of the buildings and exact classrooms to be part of the project are to be determined during the pre-construction phase. The project will include painting of exterior walls, doors, and gutters of all buildings excluding culinary arts building. Doors to get new signage and building names will need to be repainted. It is assumed all existing exterior wall paint contains lead. Paint samples will be taken to determine the type of paint to be used.
