REQUEST FOR
QUALIFICATIONS (RFQ)
The North Carolina Department of Transportation (NCDOT) is requesting interested Developer Teams submit qualifications for a Public-Private Partnership (P3) Project. The Project includes the addition of two express lanes along I-77 in each direction (with shoulders) from the South Carolina state line to I-277 (Belk Freeway)/NC 16 (Brookshire Freeway). Additionally, there are 13 interchanges, four grade separations (including one greenway crossing), and four railroad bridges on I-77 within the project limits.
Per state law, toll projects in North Carolina must be requested and approved by the local planning organization. This project was submitted to state prioritization by the Charlotte Regional Transportation Planning Organization (CRTPO) in 2014. Additionally, the proposed I-77 South Express Lanes Project was included in the CRTPO 2050 Metropolitan Transportation Plan and in NCDOT's 2026-2035 State Transportation Improvement Program.
Interested parties should visit the Public-Private Partnership section of the NCDOT Alternative Delivery website to download the formal RFQ package here: https://connect.ncdot.gov/letting/Pages/Design-Build.aspx. The Statements of Qualifications (SOQ) must be submitted by December 19, 2025. Details regarding SOQ submittals will be included in the RFQ package.
All available P3 project information is on the NCDOT Alternative Delivery website listed above. Project information is continually being added, so it is advisable to monitor this website for the most up to date information.
