CITY OF PASCO – REQUEST FOR QUALIFICATIONS (RFQ) #23461 – USACE Easement Sewer Upsizing Project No. 23461 The City of Pasco (City), is soliciting a Statement of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to provide professional engineering services for the design of City's USACE Easement (CSP's – 17, 20, & 21) Sewer Main Upsizing. The selected Consultant will be tasked with provide professional engineering services for the design of the improvements through portions of the City's USACE Easement (CSP's – 17, 20, & 21), to upsize the existing gravity sewer mains from their existing 30- or 36-inch diameter to 54-inch diameter pipe. As these sections of the sewer system are the main sewer feed to the Wastewater treatment Plant from the West portion of the City, the sewer flow needs to remain active for the duration of this project. Assist in permitting during design and construction. The complete RFQ may be obtained at no charge via the City website – http://www.pasco-wa.gov/Bids.aspx. It is the sole responsibility of the Consultant to obtain any RFQ updates or addenda from the City website. Responses shall be submitted electronically. One electronic copy, including attachments, shall be transmitted to Dustin Wittman at wittmand@ pasco-wa.gov. Email Subject shall be: #23461 – USACE Easement Sewer Upsizing– SOQ with a maximum size of 20MB. The due date is Wednesday, September 10, 2025, no later than 11:00am PDT. Technical questions regarding the scope of this project should be put in writing and directed to both City Representatives listed in Section 1.10 below, no less than three (3) working days prior to the time that submittals are due. There is no pre-proposal meeting for these projects prior to submission of the Statement of Qualifications. Projects funded wholly or in part by Federal appropriations must comply with Code of Federal Regulations; 24 CFR 570.502, 24 CFR 85.36, 2 CFR 200. All federally-funded projects will be held to federal Equal Employment Opportunity (EEO) requirements. The City of Pasco is an equal opportunity and affirmative action employer.
