Project Description: SEPA review of a non-project proposal that would amend several chapters of the Bellingham Municipal Code (BMC) to define and allow co-living uses to comply with RCW 36.70A.535. Changes include allowing co-living as a permitted use in residential multi zones, commercial zones, and certain areas within urban villages. Other changes include revising the family definition, updating parking regulations for co-living, deleting references to rooming and boarding uses, and updating design review regulations so they are applicable to co-living. Lead Agency: City of Bellingham, Planning and Community Development Department (PCDD) Environmental Information Considered: Environmental information includes, but is not limited to, the following documents as updated: City of Bellingham adopted and prepared documents, including: City of Bellingham 2016 Comprehensive Plan and associated SEPA DNS (SEP2015-5009) issued February 14, 2016; Bellingham Municipal Code (BMC); SEP2018-0030 and SEP2019-0050 threshold determinations and full record for the original adoption of the temporary shelter regulations (BMC20.15); April 2025 Whatcom County Comprehensive Plan Update Draft Environmental Impact Statement; and SEPA Checklist, dated August 6, 2025. The lead agency for this proposal has determined that the project does not have a probable adverse impact on the environment. An environmental impact statement is not required under RCW 43.21.C.030(2)(c). This decision was made after review of a completed environmental checklist on file with the lead agency. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance.
