PROPOSAL (RFP)
Developing a Comprehensive Branding Package for the
New Pasco Aquatics Facility Pasco, Washington
The Pasco Public Facilities District (PPFD) is soliciting proposals from qualified and experienced professional branding firms to provide comprehensive place branding for the Pasco Public Facilities District. The intent of this request for proposals (RFP) is to partner with one or more branding firms to provide high quality service, delivering a heavily researched and unique brand for the PPFD at a competitive cost. This project is anticipated to be complete by May 2026.
The complete RFP may be obtained for no charge via the City of Pasco website – http://www.pasco-wa.gov/Bids.aspx, starting Wednesday, August 13, 2025. It is the sole responsibility of the Firm to obtain any RFP updates or addenda from the City website.
For consideration, Vendors/Firms are required to submit an electronic Proposal up to the hour of 3:00pm PDT, Thursday, August 28 2025. Submittal responses shall be transmitted to pfd-watkins@pasco-wa.gov with the title: RFP – Brand and be a maximum size of 20mb.

The PPFD, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Projects funded wholly or in part by Federal appropriations must comply with Code of Federal Regulations; 24 CFR 570.502, 24 CFR 85.36, 2 CFR 200. All federally-funded projects will be held to federal Equal Employment Opportunity (EEO) requirements. The PPFD is an equal opportunity and affirmative action employer. Those submitting Vendors/Firms determined to be best qualified to undertake the services required under this Request for Proposal (RFP) may be invited to make a presentation to the PPFD's interview team.
The PPFD reserves the right to reject any and all responses and to waive technicalities or irregularities, and after careful consideration of all submissions and factors involved make the award to best serve the interests of the PPFD.
