NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS August 13, 2025 Manatee County Community and Veterans Services Department 1112 Manatee Avenue West, Suite 500 Bradenton, Florida 34205 (941) 748-4501, ext. 1266 This notice shall satisfy two separate but related procedural requirements for activities to be undertaken by Manatee County, FL. REQUEST FOR RELEASE OF FUNDS On or after September 2nd, 2025, Manatee County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnership Program funds (HOME) funds under the Title II of the Cranston-Gonzalez National Affordable Housing Act (42 U.S.C. 12721 et seq.), to undertake the following project: Manatee County Habitat for Humanity plans to undertake the project known as 23098 Kings Cross Construction – CHDO Development. The project is located at 3603 Kings Cross Place, Bradenton, FL 34203. The project consists of the development of 27 single-family homeownership units, targeting low-income households. The total budget for this project is estimated to be $12,000,000. Approximate funding for the HUD 2024 fiscal year is $550,000 in Manatee County HOME funds. FINDING OF NO SIGNIFICANT IMPACT Manatee County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the following locations: *Manatee County Community and Veterans Services Department 1112 Manatee Avenue West, Suite 500 Bradenton, Florida 34205ERR may be examined or copied on weekdays from 8:00 a.m. to 5:00 p.m., excluding holidays *Central Library Branch 1301 Barcarrota Blvd W, Bradenton, Florida 34205 *Braden River Library Branch 4915 53rd Ave E, Bradenton, Florida 34203 The ERR can also be made available to the public for review either electronically or by U.S. mail. Please submit your request by U.S. mail to Manatee County Community and Veterans Services Department, Suite 500, 1112 Manatee Avenue West, Bradenton, Florida 34205 or by email to julia.vieira@mymantee.org. The ERR can be accessed online at the following website: https://mymanatee.org/departments/community-and-veterans-services-department. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to Julia Vieira, Community Development Project Manager at the Manatee County Community and Veterans Services Department, Suite 500, 1112 Manatee Avenue West, Bradenton, Florida 34205, or at julia.vieira@mymantee.org. All comments received by August 29th, 2025, will be considered by Manatee County prior to submission of a request for release of funds. Comments should specify which Notice they are addressing. RELEASE OF FUNDS Manatee County certifies to HUD that Sarah Brown, in her capacity as Director of the Community and Veterans Services Department and overseer of the Certifying Officer's activities (Resolution R-24-145), consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, allowing Bright Community Trust to utilize program funds. OBJECTIONS TO RELEASE OF FUNDS HUD may accept objections to its release of funds and Manatee County's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are one of the following bases: (a) the certification was not executed by the Certifying Officer of Manatee County; (b) Manatee County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Jacksonville HUD Office at : US Department of Housing & Urban Development ATTN: CPD Environmental Review 400 W.
